Report of a Meeting of the HUTT VALLEY SERVICES COMMITTEE, held in the Council Chamber,

 Civic Centre, 838-842 Fergusson Drive, Upper Hutt
on FRIDAY 5 MARCH 2021 commencing at 9.30am

 

Present:

5.

Wastewater Joint Venture Update – February 2021

 

The Chief Advisor Wastewater, Wellington Water Limited advised that a further ‘dry-weather discharge’ incident had occurred subsequent to the report’s preparation, and that this would be reported on for the Committee’s next meeting.

In response to questions from a member, the Chief Advisor Wastewater noted that the contract with Veolia was in its early stages and that some ‘teething problems’ had been experienced.  The Chair then requested that an answer be sought from Veolia as to whether they had a monitoring system in place in respect of the UV lights, and that this answer be circulated via email to all members.

In response to a question from another member, the Chief Advisor Wastewater advised that any effects on the Waiwhetu Stream from ‘discharge’ incidents were minor, and that the water in question was fully treated.  He added that warning signs were in place during these events.

In response to a question from another member, the Chief Advisor Wastewater advised that work on the Petone Collecting Sewer would occur after the completion of the Barber Grove Project, and that they therefore would not be running concurrently.

In response to questions from another member, the Chief Advisor Wastewater advised that the issue at Silverstream revolved largely around storm-water getting into the system, and that growth was being taken into account both there and at Seaview.  The member then requested that an ‘Executive Summary’ be provided in respect of Wellington Water’s consultation with iwi on the proposed approach to be captured in its application for a Global Discharge Consent.

During debate on the motion it was suggested by a member that more be done to mitigate greenhouse gas emissions arising from the wastewater treatment process.

Update on Silverstream Landfill

 

In response to a question from a member the Manager Sustainability and Resilience, HCC advised that, by Governmental direction, the waste levy would increase from $10 per tonne to $20 per tonne on 1 July 2021.

In response to a question from another member, Manager Sustainability and Resilience advised that Silverstream Landfill serviced the wider region in respect of asbestos disposal, thus performing a ‘valuable regional service’.

In response to a question from another member, the Manager Sustainability and Resilience advised that there was a significant range of estimates in respect of the expected reduction in emissions this year.  He added that this reduction was most likely to be in the vicinity of 10 to 20 per cent.

In response to a question from another member, the Manager Sustainability and Resilience agreed to provide, for the next Committee meeting, information around the projected impact of the waste levy increase on the HCC Draft Long Term Plan.

The Chair noted that a members’ Bus Tour of the various joint facilities had been deferred from 2020 to this year, and that Officers were now progressing this initiative.

8.

Dog Control Update – Hutt City Council

 

In response to questions from a member the Head of Regulatory Services and Emergency Management, HCC advised that every attempt was made to rehouse impounded dogs.  He further advised that he would provide information to members via email as to the significant spike in complaints received in January 2021.

9.

Dog Control Update – Upper Hutt City Council

 

In response to a question from a member the Compliance Services Manager, UHCC advised that Officers were investigating the options available for after-hours dog control as the present system, in which the Manager of Allied Security was essentially on-call ’24-7’, was unsustainable.  He noted that future reports would include comparison figures from previous years.

        ii.            requests Officers to prepare a report for Upper Hutt City Council regarding proposed changes to its after-hours dog control.”

Health Office Activities Update

 

In response to a question from a member the Compliance Services Manager, UHCC advised that consideration was being given to providing a ‘text-alert’ system to all its dog owners.  However, in order for this to be actioned, he understood that significant IT upgrades would be required.
