community boards – functions and delegations 

This document records the delegation of Council functions, responsibilities, duties, and powers to Community Boards. 

The Community Boards have been established under section 49 of the Local Government Act 2002 to represent, and act as an advocate for, the interests of their community. 

The delegations are expressed in general terms.  The delegations shall be exercised with proper regard for the Council’s strategic direction, policies, plans, Standing Orders and its interpretation of its statutory obligations.  The delegations are to be read together with the following propositions.

These delegations are based on the following principles:

·                Issues relevant to a specific community should be decided as closely as possible to that community.  Where an issue has broader implications, i.e. any effects of the decision cross the board boundary, the matter will be decided by Council after seeking a recommendation from the relevant Community Board. This includes any decisions that have strategic importance to the city as a whole, and those that will impact on or create consequences for other parts of the city or the city as a whole. An assessment of issues that fall into this category will be made as part of the corporate agenda process for each meeting cycle. Any uncertainties over interpretation will be referred to the Mayor and Chief Executive to determine in consultation with the relevant Standing Committee and Board Chair;

·                Efficient decision-making should be paramount;

·                Conflicts of interest should be avoided and risks minimised;

·                To ensure processes are free from bias and pre-determination Community Boards should not adjudicate on issues on which they have advocated or wish to advocate to Council;

·                Community Boards should proactively and constructively engage with residents, Residents’ Associations and local community groups on local matters that affect the community they represent, raise with Council issues raised with them by their community, and advocate on behalf of their community.

These delegations:

(a)        recognise that the role of Council is to look after the affairs of the city as a whole, and the role of a Community Board is to represent the interests of its community.

(b)        do not delegate any function, duty or power which a statute (for example section 53(3) and clause 32(1) of Schedule 7 of the Local Government Act 2002) prohibits from being delegated;

(c)        are subject to and do not affect any delegation which the Council has already made or subsequently makes to any other committee, Council officer or other member of staff;

(d)       are subject to any other statutory requirements that may apply to a particular delegation;

(e)        are subject to any notice issued by the Council, from time to time, to a Community Board that a particular issue must be referred to Council for decision;

(f)         reflect that decisions with significant financial implications should be made by Council (or a committee with delegated authority);

(g)        promote centralisation of those functions where the appropriate expertise must be ensured; and

(h)       reflect that all statutory and legal requirements must be met.

DELEGATIONS

Engage informally with Council through:

·             Council Briefings - Community Board members are invited to attend all Council Briefings unless the topic is for Council members only and outlined as such on the invitation.

·             Quarterly meetings of the Community Board Chairs with the Mayor and Chief Executive to consider the effectiveness of community representation and the accompanying support mechanisms.

·             Corporate Leadership Team contact, with one senior officer assigned as the contact person to attend each Community Board meeting and provide liaison with Council.

·             Elected Member Support – Democratic Services hopes to establish a position that will provide seamless liaison between Council, staff and Community Boards.

·             Corporate agenda process for each meeting cycle, providing information on the Council’s work programme for the year broken down by cycle.

Provide their local community’s input, through preparing reports or submissions, on:

·             Council’s Long Term Plan and/or Annual Plan.

·             Council’s policies, programmes (including the District Roading Programme) and bylaws.

·             Changes or variations to the District Plan.

·             Resource management issues which it believes are relevant to its local community, through advocacy.

·             The disposal or acquisition of significant assets.

·             Road safety including road safety education within its area.

·             The review of Local Community Plans as required.

·             Any other issues a Board believes is relevant to its local area.

Reports may be prepared by the Board and presented to Council Committees, along with an officer’s recommendation, for consideration.

Any submissions lodged by a Board require formal endorsement by way of resolution.

Standing Order 21.16, Community Board and Youth Council Participation in Meetings of Council and Standing Committees, makes provision for the Chair of a Community Board (or their representative as advised by the Chair prior to the meeting) to participate in discussion on any matters which are of interest to a particular ward area at meetings of the Standing Committees of Council, but there are no voting rights or rights to move or second motions. The rules of debate applicable to members of the Council apply to the Community Board representative. Notification of the intention to exercise speaking rights and identification of the relevant agenda item are to be provided to the Chair prior to the meeting. In exceptional circumstances Board representatives may be invited to participate on specific subjects at meetings of the full Council, at the discretion of the Council Chair.

 

Co-ordinate with Council staff:

·             Local community consultation on city-wide issues on which the Council has called for consultation.

Provide input to officers on:

·             Roadworks, water supply, sewerage, stormwater drainage, waste management and traffic management for its local area.

·             Parks and reserves and associated public facilities, recreational facilities and community activities within its local area.

Develop:

·             Community Response Plans in close consultation with the Wellington Region Emergency Management Office, emergency organisations, the community, residents’ associations, other community groups, and local businesses, for review on an annual basis.

Promote:

·             Recreational facilities and opportunities in its area with a view to ensuring maximum usage.

·             Arts and crafts in its area.

Grant:

·             Local community awards.

Appoint:

·             A liaison member or, where appropriate, representatives to ad hoc bodies, which are involved in community activities within the Board’s area, on which a community representative is sought.

·             Portfolio holders who will have responsibility for reporting back to the Board on the topics assigned.

 

 

Endorse:

·         Amendments to the Eastbourne Community Trust Deed (Eastbourne Community Board only).

Decide:

In the Community Board’s area:

·             Naming new roads and alterations to street names.

·             Official naming of parks, reserves and sports grounds within the provisions of Council’s Naming Policy. Note [1]

·             Removal and/or planting of street trees within the provisions of Council’s Operational Guide for Urban Forest Plan where a dispute arises that cannot be resolved at officer level.  Note [2]

·             The granting of leases and licences in terms of Council policy to voluntary organisations for Council owned properties in their local area, for example, halls, but not including the granting of leases and licences to community houses and centres.

·             The granting of rights-of-way and other easements over local purpose reserves and granting of leases or licences on local purpose reserves.

·             The granting of leases and licences for new activities in terms of Council policy to community and commercial organisations over recreation reserves subject to the provisions of the Reserves Act 1977 and land managed as reserve subject to the provisions of the Local Government 2002, in their local area.  (Note: renewal of existing leases and licences will be reported once a year to the appropriate Council Committee).

·             The allocation of funding from the Community Engagement Fund in accordance with Council’s adopted guidelines (attached as Appendix 1).

·             Expenditure of funds allocated by the Council to the Board from the Miscellaneous Budget to cover expenditure associated with the activities of the Board.  The Chair to approve expenditure, in consultation with the Board, and forward appropriate documentation to the Committee Advisor for authorisation.  Boards must not exceed their annual expenditure from the Miscellaneous Budget.

·             The allocation of funding for the training and development of Community Board members, including formal training courses, attendance at seminars or attendance at relevant conferences.

Resource Management Hearings:

·             Each Community Board may have one suitably trained member available for selection to sit on the Hearings Subcommittee for notified resource consent applications. This will require the member to hold current certification under the Making Good Decisions Training, Assessment and Certification Programme for RMA Decision-Makers. No Board member shall be eligible for selection if the Board has made a submission on the matter to be decided.

NOTE: The Ministry for the Environment advocates that Councils offer specialist RMA training in areas of law which are difficult to grasp or where mistakes are commonly made. This is to complement the Good Decision Making RMA training that they run (which is an overview and basic summary of decision making, rather than an in-depth training in specific areas of the RMA). Therefore in order to facilitate this, the RMA training run for elected members who wish to be hearings commissioners is mandatory.

Reasons for the importance of the training:

§  Hearings commissioners are kept abreast of developments in the legislation.

§  Legal and technical errors that have been made previously are avoided (many of which have resulted in Environment Court action which is costly, time consuming and often creates unrealistic expectations for the community).

§  The reputation of Council as good and fair decision makers or judges (rather than legislators) is upheld.

Consider and make recommendations to Council on:

·             Particular issues notified from time to time by Council to the Community Board, including roading issues within the Community Board’s area.

·             Roading issues considered by the Mayor and Chief Executive to be strategic due to their significance on a city-wide basis, including links to the State Highway, or where their effects cross ward or community boundaries.

·             Parks, reserves and sports ground naming for sites that have a high profile, city-wide importance due to their size and location and/or cross ward or community boundaries.

·             Representatives to any Council committee, subcommittee, subordinate decision-making body, working group, or ad hoc group on which a Community Board representative is required by Council.

·             The setting, amending or revoking of speed limits in accordance with the Hutt City Council Speed Limits Bylaw 2015, including the hearing of any submissions.


 

appendix 1 – community engagement fund

criteria

 

The fund is for local activities and events that directly benefit the local community. 

 

To be eligible for funding the organisation must be a charitable trust or an incorporated society and the activity must take place within the Hutt. 

 

Each of the city’s seven wards receive funding according to the number of residents within its boundaries. For each resident there is an allocation of 40 cents.

Applications must support the Local Community Plan, if there is one, and also core Council business as identified in the Long Term Plan.

Decisions

Each Community Board decides the funding applications within its area. Boards are free to distribute their funding in a single large allocation or spread it over a number of smaller ones.

What can be funded

·         purchase of office equipment

·         food and catering costs

·         community festivals

·         youth group events and projects run by the elderly or citizens associations

·         art projects that are not part of the core curriculum

·         advertising, promotion costs

What won’t be funded

Activities that:

·         promote an organisation’s religious, ethical, commercial or political views

·         involve buying land or buildings or carrying out maintenance on buildings 

·         duplicate services that are already covered by Council or by government agencies eg, health or education providers

·         have already begun or have already finished

·         involve the redistribution of funds to others at the applicant’s discretion

·         involve fundraising or legal costs

·         involve capital investments or trust funds

·         go towards prize money

·         are operational costs eg, salaries, wages, rent, power

Funding rules

Successful applicants must:

·         use funds only for the approved purpose and in accordance with any terms and conditions set by Council

·         use funds by June 30 of the following year

·         let Council’s funding officer know immediately if any difficulty or potential difficulty arises that may compromise the service or project

·         lay a complaint with Police if any funds are stolen or misappropriated, and then notify Council

·         allow Council to audit the use of the funds should it wish to do so

·         recognise Council’s  support in all publicity material, annual reports and similar publications

·         complete an Accountability Report no later than six weeks after completing the project. This should outline how the funds were used and how the community benefited

·         make a presentation to the funding group showing how the event met its objectives.

Council’s Community Funding Advisor is available to support and assist community groups when making applications through the Council’s online grants system.

2.       PUBLIC COMMENT

Speaking under public comment, Whaea L Olsen advised a Hikoi was scheduled for 13 December 2020 in protest against the drug P and violence. She advised of education programmes in place to educate youth and how this would benefit the community to keep youth off the streets.

 

Speaking under public comment, Ms E Briggs spoke to the submission attached as page 23 to the minutes.  She emphasised the importance of using Māori names for the proposed new street names. She said the Treaty of Waitangi should be acknowledged when the Board considered street names.

 

Speaking under public comment, Ms M O’Regan expressed concern regarding the landfill facility.  She said the facility could be utilised for recreational gatherings and outdoor activities.  She believed the current proposal would have an impact on future bookings. She added that gunshot noise could impact the wildlife in the area.

 

Speaking under public comment, Ms T Ranstead spoke to the Gun Range proposal. She mentioned One Billion Trees Programme and outlined the remediation based on her research. She said this was an opportunity for local schools and community involvement for educational activities.

 

In response to a question regarding an update on the landfill, the Director Environment and Sustainability said no application had been received to date from the Gun Club regarding the lease consent.

 

In response to a question regarding about other projects at the landfill,  the Director Environment and Sustainability said that anyone could apply for a lease consent to the landfill.

 

The Chair thanked the Director Environment and Sustainability for clarity. He reaffirmed that community consultation would be undertaken once the application had been received.

Speaking under public comment, Mr A Milne from Wainuiomata Golf Club Management Committee read his submission attached as pages 24-25 to the minutes.

 

In response to a question from a member, the Director Environment and Sustainability reiterated that no application has been received by Hutt Valley Shooting Association to date. She said the Board would be notified when Council received an application.

 

The Chair said the Board would make an decision once an application was received from their end. He noted the Board would undertake community consultation with affected local residents prior to a decision being made.

 

Ms McKinley reassured Mr Milne that the Board would undertake formal consultation with local community prior to a decision being made.

 

Speaking under public comment, Mr D Guilde gave a brief update regarding Transitional Housing on Wood Street. He read out a letter of response from Kai Oranga.

Mayor Barry read out his Mayoral Address attached as pages 21 and 22 of the minutes.

 

4.       PRESENTATIONS

 

a)

Presentation by Wainuiomata Fire Brigade

Mr Andrew Thomson, Senior Station Officer and Officer in Charge of the Wainuiomata Operations Support Unit provided an overview about the Wainuiomata Fire Brigade operations. He said the Wainuiomata Fire Brigade had purchased road safety equipment which was funded by the Community Engagement Fund.  Mr Paul McKinley demonstrated usage of the road cones.

Mr Thomson and Mr McKinley thanked the Board for its support.

b)

Presentation by Local Councillor from Greater Wellington Regional Council

Cr Josh van Lier from Greater Wellington Regional Council was an apology for the meeting.

7.       Reports referred for Board input before being considered by a committee of Council

 

Proposed Temporary Road Closure - Love Wainuiomata Community Christmas Parade (20/1239)

Report No. WCB2020/6/231 by the Traffic Engineer - Network Operations

 

The Traffic Asset Manager elaborated on the report.

In response to questions raised by members regarding notifying local residents of the event,  the Traffic Asset Manager said that Love Wainuiomata was currently in consultation with local residents on Main Road.

In response to a suggestion raised by Mr Sue in regard to reporting back to the Board every year, the Traffic Asset Manager said that consultation with the community would be undertaken every year. As a result of this, the Board would need to endorse the report retrospectively.

In response to a question raised by Cr Brown, theTaffic Asset Manager advised that funding of the Annual Christmas event was managed by Love Wainuiomata.

“That the Wainuiomata Community Board, subject to the conditions outlined in the Traffic              Impact Report attached as Appendix 1 to this report:

(i)    receives the information;

(ii)   endorses the application made by Love Wainuiomata to temporarily close Burden Avenue, Wainuiomata, as part of its Annual Love Wainuiomata Community Christmas Parade to be held on 28 November 2020 between the hours of 6:30am to 11:00am as shown in Appendix 2 to the report as follow;

·           Burden Avenue, Wainuiomata

       (from the intersection of Coast /Main Road to the end);

(iii)  endorses the temporary rescinding of any parking restrictions within the closure area (as shown in Appendix 2 to the report), and the imposition (where required) of  ‘No Stopping’ parking restrictions between the hours of 6:30am to 11:00am on 28 November 2020 to facilitate the setup of floats associated with the parade; and

(iv)  notes that access for residents and businesses along Burden Avenue will be managed throughout the closure period.”

Easement- Arakura Reserve- 5 Norfolk Street (20/1119)

The Parks, Reserves and Recreation Planner elaborated on the report.

In response to a question by a member, the Parks, Reserves and Recreation Planner said the affected residents were not notified of the work regarding accessing existing sewer pipes.

Cr Brown suggested that residents of the affected area be notified in the first instance before work was undertaken.

The Chair suggested an additional part to the motion suggesting that officers consult with affected local residents effectively.

(ii)   notes that Section 48 (3) of the Reserves Act 1977 applies; and

The Traffic Asset Manager elaborated on the report.

Ms Winterburn acknowledged the petition by Wainuiomata High School students regarding the Maori street names policy.  The Chair noted there were stakeholders who would like to contribute to the process.

Cr Brown noted the Wainuiomata High School students aspirations to change the policy. She said the Wainuiomata Community Board supported their protest in a letter of response to their aspirations.

Mr Sue suggested more time be granted for decision making.

The Director Economy and Development advised that the policy process could be amended to allow more names to be put forward by Mana Whenua.

The Director Economy and Development clarified the meaning between Toroa and Te Ara o Toroa.

Cr Brown spoke in support of the name ‘Laban.’ She said the Laban family had undertaken work over the years that had made an impact within the Wainuiomata community.

Ms Winterburn spoke in support of the name ‘Laban.’

Community Engagement Fund 2020-2021 (20/1244)

Memorandum dated 15 October 2020 by the Community Advisor Funding and Community Contracts

 

Ms Winterburn expressed concern regarding Whanau Ora Trust who received grant funding from another organisation.

In discussion, Mr Stallworth made suggestion that contribution should be given to Whanau Ora Trust.

(i)    notes that the Community Engagement Fund closed on 14 October 2020 and six applications had been received;

Kia ora everyone, 

It’s been a year since we were all elected, so I want to congratulate you on all the amazing work you’ve done so far. 

To say 2020 has been a year like no other is certainly an understatement. You should all be proud of yourselves for leading your communities through some incredibly tough times this year. 

I believe that Council has stepped up strong in the face of COVID-19, but the work doesn’t stop  here. There will be a lot of challenges ahead, and it’s important that we all continue to ensure our communities are safe, and do our best to help those in need.

Recent business and community visits 

I’ve been making an effort to visit our local businesses and community organisations to see how they are faring in the effects of COVID-19. These visits have helped paint a picture of how we will face up to the challenges in our city in the years ahead. 

My message to you as community leaders is to reach out to these groups and businesses and offer a hand in any way you can. It’s absolutely vital that Council and community have a strong relationship as we progress through the wave of challenges COVID-19 presents. 

Changes to rubbish and recycling 

Since we last met, we have formally signed off on changes to our rubbish and recycling services. Our people made it very clear that our current recycling services were not up to scratch, and this need for change presented an opportunity to create a whole new system for our city. 

Recycling and waste collection are inherently connected. Our rates funded system will result in consistency across our city, and incentivise people to maximise recycling and dispose of their waste in a responsible way.

The changes help reduce cost for the majority of residents, improves our recycling process to avoid contamination, and brings our services into the 21st century. 

I want to thank everyone who took part in the extensive consultation process.  It was clear that the overwhelming majority of participants support the changes we’ve adopted. 

LTP 

As you know, public consultation on the Long term plan begins soon. This sets out our vision for our city for the next ten years.  

What is clear is that we need to find a balance between significantly investing in our infrastructure and ensuring that affordability is at the heart of any decision we make. 

 

In particular, our three waters infrastructure needs immediate attention. We have a trifecta of issues in ageing infrastructure, significant urban growth, and historic underinvestment. We can’t afford to kick this down the road any longer - the time to invest is now. 

I implore all of you here to encourage those in your communities to take part in this engagement and consultation. In the face of COVID-19, this will be one of the most important long term plans Hutt City Council has ever had to produce.

Hi my name is Ellie and I am 9 years old. I was born in Wainuiomata and lived here my whole life and I go to Wainuiomata Primary School. Today I am going to say my opinion for street naming.

 

I think there at least should be half Maori names because in 1840 English and Maori signed the treaty so I think they should be respected too. And another reason in Maori people are sweet and kind and English people might have different opinions which is OK. Re: Presentation from the Wainuiomata Golf Club to Wainuiomata Community Board

 

Dear Sir/Madam

 

My name is Andrew Milne, I am currently a board member of the Wainuiomata Golf Club (WGC) management committee.

 

We have been following developments in relation to the Hutt Valley Shootings Association (HVSA) application to set up a rifle range on the old Wainuiomata tip site which is located on Coast Road.

At the last Wainuiomata Community Board (WCB) meeting on Wednesday 26th August 2020, a public presentation was made by the HVSA to the WCB, that provided an update on where they were at in relation to getting the right approvals together that would enable them to formally set up the rifle range. They also admitted that getting the required approvals had taken longer than they had anticipated.

 

I gathered from the presentation that the HSVA understood their lease/agreement arrangement for the tip site was still valid/active.

 

A Hutt City Council (HCC) representative then provided a legal opinion as to the state of the lease/agreement, and that in their opinion the lease/agreement had expired.

 

After reviewing the minutes of the WCB meeting for 26 August 2020 the following was stated “The Director, Environment and Sustainability noted that the lease would need to be reviewed and renewed by the Board.  She suggested that consultation with the local residents be undertaken to ensure a better outcome for decision making”

 

The minutes imply that a formal lease was offered and agreed to.

 

I believe the HCC has corresponded with affected residents that approached the HCC about the proposed rifle range, and that there is some confusion as to was a lease formerly offered, or was a verbal agreement arrived at. Is the WCB aware of these interactions and up to date with the HCC’s position on the matter and what was agreed to with the HVSA.

 

The Wainuiomata Golf Club wrote to the Mayor (Campbell Barry) to ask for clarification about the state of the proposed application and inform him of our opposition to any development of a rifle range. The Mayor passed on our correspondence to the relevant HCC staff representative.

This is the HCC’s response issued 8 October 2020:

 

Dear Mr Clarke


I am responding to your email on behalf of Jo Miller, as the Director of Environment & Sustainability. This is a regulatory matter, and therefore not one the Mayor can get involved in.

 

The current situation is the gun club cannot operate at the ex-Wainuiomata landfill.

 

The club has never had a lease to use council land; it did at one stage have an agreement in principle to a lease, but no lease was ever signed for the Gun Club to use Council land.

This agreement in principle has now lapsed.


Additionally, the gun club would need a resource consent - no such application has been made. If the gun club wanted to apply for a lease to use the land, then it would go through a process via the Wainuiomata Community Board.

To date, no such approach has been made to Council.

Williams Park Management Plan

 

3.    Council is creating a Management Plan for Williams Park and officers want your ideas.        Waiu Dog Park Update

4.    The earthworks started on site on Monday, 11 January 2021.  Good progress has been made with the weather holding out.

5.    As required by the resource consent conditions, the contractor met with Council’s RMA Enforcement Officer to ensure the environmental conditions of the consent are understood and will be well managed;

 

6.    The contractor and landscape designer have met to discuss the ground works layout to ensure there is a clear understanding between them;

 

7.    The earthworks are likely to be completed in around three weeks; weather permitting; and

 

8.    The next major milestone will be the start of the fencing, programmed for the week of the 9 February 2021.  Officers are crossing their fingers that the fencing materials will arrive in time to New Zealand and that they are not held up by the current shipping issues.

Purpose of Report

1.    The purpose of this report is to seek approval for an appropriate street name for the new Public Road of the subdivision at no.18 The Strand, Wainuiomata (Former Wainuiomata Mall).

Recommendations

That the Board:

1.    approves a street name for the new Public Road attached as Appendix 1 to the report, as suggested below:

(a)   “Hapori” recommended road type “Lane”; or

(b)   “Harry Martin” recommended road type “Lane”; or

(c)   “Raukura” recommended road type “Te Ara”; or

(d)   “Ngākau” recommended road type “Te Ara”; or

(e)   “Manawa” recommended road type “Te Ara”; or

(f)    “Marion Smart” recommended road type “Lane”; or

(g)   “Lions” recommended road type “Way”; or

(h)   an alternate name from the Reserved Street Name List, attached as Appendix 2 to the report; or

(i)    an appropriate name tabled during the meeting; and

2.    approves an appropriate backup name if option (i)(i) is selected; and

3.    approves the appropriate road type as shown in the list attached as Appendix 3 to the report.

These recommendations are made so that the development can progress the relevant utility connections and other administrative tasks that require individual street addresses.

 

Background

2.    The redevelopment of the former Wainuiomata Mall site at 18 The Strand, Wainuiomata creates one new Public Road that requires naming as shown in Appendix 1 attached to this report.

3.    The responsibility for naming new private roads within Lower Hutt lies with the relevant Community Board in the first instance, or the Regulatory Committee for areas not represented by a Community Board.

Discussion

4.    The developer has not submitted any names for consideration.

5.    Public consultation resulted in 76 submissions in relation to naming the public road.

6.    From the submissions received, seven names have been short listed, and assigned suitable road types as shown below;

·    Hapori Lane

·    Harry Martin Lane

·    Te Ara Raukura

·    Te Ara Ngākau

·    Te Ara Manawa

·    Marion Smart Lane

·    Lions Way

Background information on the suggested names is attached as Appendix 4 to the report.

7.    All short listed names meet the requirements of AS/NZS 4819:2011, and have been checked and verified by Land Information New Zealand (LINZ), and are acceptable to be used.

8.    Street names that incorporate an individual’s first and/or last name have the added requirement that the named person must be deceased, and that its use is agreed to by the family.

9.    The street names reflected in both 6.ii and 6.vi meet the above criteria.

Options

10.  The suggested names meet the requirements of the relevant New Zealand Standard, have been approved by LINZ, and can be considered.

11.  Options for the naming of the Public Road are:

a)   Hapori;

b)   Harry Martin;

c)   Raukura;

d)   Ngākau;

e)   Manawa;

f)    Marion Smart;

g)   Lions;

h)   an alternate name from the Reserved Street Name List, attached as Appendix 2; or

i)    an alternate name tabled during the meeting.

 

12.  Road Types recommended are:

a)   Lane;

b)   Te Ara;

c)   Way; or

d)   An appropriate road type as shown in the list attached as Appendix 3.

 

13.  If an alternate name is tabled during the meeting, it can be considered for use, but will be subject to meeting the requirements of AS/NZS 4819:2011 and gaining LINZ approval. An appropriate backup name must also be recommended in case the alternate name is deemed not suitable.

Climate Change Impact and Considerations

14.  The matters addressed in this report have been considered in accordance with the process set out in Council’s Climate Change Considerations Guide.

15.  The decision will not increase greenhouse gas emissions, and will not be affected by a changing climate. There are no opportunities in this decision to reduce emissions or build resilience.

16.  A public consultation was carried out via the following channels:

a)    Advert in Hutt News;

b)    Advert in Wainuiomata News;

c)     Wainuiomata Community Board’s social media; and

d)    Wainuiomata Ward Councillor’s social media

17.  Suggestions were invited from the following mana whenua and local iwi:

e)   Taranaki Whānui ki te Upoko o te Ika (Port Nicholson Block Settlement) Trust;

f)    Te Rūnanganui o Te Āti Awa ki Te Upoko o te Ika a Māui Incorporated;

g)   Wellington Tenths Trust;

h)   Palmerston North Māori Reserve Trust;

i)    Waiwhetū Marae;

j)    Te Tatau o Te Pō Marae; and

k)   Wainuiomata Marae

 

18.  Further suggestions were invited from:

l)    Heritage New Zealand;

m)  Wainuiomata Historical Museum; and

n)   Wainuiomata High School staff and students involved in the campaign to change the street naming policy

 

19.  76 suggestions were gathered (including repeats) from the public consultation mentioned in point 16 and no suggestions were put forward by the rest of the invited parties.

20.  As “Raukura” is of significance to local iwi, comments on the name’s inclusion was sought from Te Āti Awa (Te Rūnanganui / Waiwhetū / Te Tatau o Te Pō) and the suggestion has their support.

Legal Considerations

21.  The Board has the delegated responsibility to name the public road.

22.  It is important that new streets are named early in the development stage as a variety of utility connections and other administrative bodies require individual street addresses, in order for the necessary connections to be provided.

Financial Considerations

23.  There are no financial considerations. The developer is responsible for the necessary street name signs. This will be undertaken by the Council contractor with the cost paid by the developer.

SUBJECT:           2021 NZ Community Board Conference

 

Recommendation

That the Board:

1)    notes the Community Board’s Conference will be held in Gore from 22-24 April 2021, attached as Appendix 1 to the memorandum;

2)    notes the estimated cost of attending the conference per Board member is approximately $2,000.00;

3)    notes that the Training Policy for Community Boards adopted by Council at its meeting held on 26 March 2019, attached as Appendix 2 to the memorandum; and

4)    considers attendance of a Board member(s) to the 2021 New Zealand Community Board Conference.

 

Background

1.    The biennial conference was introduced in 1997 to bring together the Community Boards of New Zealand to share practice and to help improve the understanding and work of community boards.

2.    The 2021 New Zealand Community Board Conference is scheduled to be held between 22-24 April 2021 in Gore.  The theme of the conference is ‘Interconnected Communities’.  See Appendix 1 as attached to the memorandum for the conference programme.  The conference is hosted by the New Zealand Community Board Executive Committee and Southland District Council.

3.    Officers estimate that costs to attend the conference in Gore will be approximately $2,000.  This figure includes registration, flights, accommodation and incidentals.

4.    A copy of the 2019 Training Policy for Community Boards is attached as Appendix 2 to the memorandum.

5.    The Board’s current actual expenditure for its Training Budget for the 2020/21 financial year is $3,000.00 with $3,000.00 remaining.
