The Chief Executive, UHCC called for nominations for the position of incoming Chair with         Cr Newell being the sole nominee.

Report from the Governance Advisor, UHCC, dated 10 November 2020

“That the Committee:

i.         adopts the following schedule of meetings for 2021:

 

a.       Friday 5 March 2021 at 9.30am (Upper Hutt City Council);

b.       Friday 14 May 2021 at 9.30am (Hutt City Council);

c.       Friday 27 August 2021 at 9.30am (Upper Hutt City Council); and;

d.       Friday 26 November 2021 at 9.30am (Hutt City Council);

 

ii.       adopts the following schedule of draft agenda meetings for 2021:

 

a.       Tuesday 23 February 2021 at 11.00am;

b.       Tuesday 27 April 2021 at 11.00am;

c.       Tuesday 17 August 2021 at 11.00am; and;

d.       Monday 15 November 2021 at 11.00am;

 

iii.     agrees that the meetings in (ii) above will be held at Upper Hutt City Council in a meeting room to be confirmed; and;

7.

Wastewater Joint Venture Update 7 August 2020 – 30 October 2020

 

Report from the Wastewater Contracts Manager, Wellington Water Limited (WWL) dated    29 October 2020

 

The Strategic Advisor, HCC elaborated on the report and introduced Anna Hector, Wastewater Contracts Manager, WWL.

In response to a question from a member, the Strategic Advisor, HCC explained that overflows from the Hutt-Wainuiomata wastewater network during dry weather were most likely caused by blockages in pipes.  The Wastewater Contracts Manager WWL added that the main pipeline was built in the 1950s and had become prone to breakages in which case it was necessary to undertake ‘dry’ releases.  In response to a further question, she advised that testing undertaken to determine potential harm to fish and water quality had found affects considered to be ‘less than minor’.

In response to a question from another member, the Wastewater Contracts Manager WWL noted that WWL’s resource consent application in respect of discharges of untreated wastewater to freshwater was on track to be completed by the end of 2020.

8.

Silverstream Landfill Update

 

Report from the Landfill Consultant, Tonkin and Taylor, dated 2 November 2020

 

The Landfill Consultant, Tonkin and Taylor elaborated on the report.

In response to a question from a member, he noted that the Residents’ Liaison group had been formed in 2003, and that it had proved a very worthwhile consultative body throughout that time.

In response to a question from another member, he advised that the Landfill accepted hazardous waste apart from the liquid variety, which was dealt with at the Seaview Recycle & Transfer Station.

Akatarawa Cemetery Update

 

Memorandum from the Parks and Reserves Manager, UHCC, dated 27 October 2020

 

The Parks and Reserves Manager, UHCC elaborated on the report.

In response to questions from a member, he advised that UHCC had received all required funding for the new toilet, and that he estimated the work on the building to be 95 per cent complete.

In response to a question from another member, he noted that weekday servicing of the new toilet was performed by the Sexton team whereas contractors were used at weekends.

Dog Control Update

 

Memorandum from the Head of Regulatory Services and Emergency Management, HCC, dated 2 November 2020

 

The Head of Regulatory Services and Emergency Management, HCC elaborated on the memorandum. 

In response to questions from a member, he advised that dog boarding services operated on a ‘user-pays’ basis whilst in respect of impounded dogs costs were recovered where able.  He further advised that numbers of euthanised dogs had decreased dramatically in recent times largely because dogs were ‘rehomed’ where possible.  This involved behavioural testing of all dogs to determine suitability.

12.

Health Office Activities Update

 

Memorandum from the Team Leader Environmental Health, HCC, dated 28 November 2020

 

The Team Leader Environmental Health, HCC elaborated on the memorandum.  He advised that in respect of trade waste, testing to identify leakages was undertaken frequently.

In response to a question from a member, he advised that repairs to leaks found to be on private land were the responsibility of the relevant homeowner, and that follow-up was done to ensure any such repairs were completed.

He noted that a Controlled Purchase Operation (CPO) had been conducted during Upper Hutt’s ‘Brew Day’ – 31 October – with very good compliance reported.  However, he advised that more recently there had been a failed CPO in each of Upper and Lower Hutts.

In response to questions from a member, he advised that HCC had a Local Alcohol Policy in place governing the likes of venue responsibility and hours of licence.  However, UHCC did not. He noted that noise complaints had increased steadily over time, with a particularly large increase this year.  He confirmed that there were some properties that had recurring complaints lodged against them, and that the process for gaining a satisfactory conclusion was often longwinded and unwieldy.  He added that Territorial Authorities had jurisdiction over noise emanating from a stationary vehicle, whilst that from moving vehicles was the domain of the New Zealand Police.

In response to a question from a member, he advised that signs were now in place informing people how to get information in respect of current toxic algae levels.
