COVID-19 Relief for local sport and recreation organisations

 

 

 

 

1.       Officers are proposing an immediate COVID-19 relief package for local sport and recreation groups.

2.       Council has been approached by a number of advocacy groups requesting this support, given the role sport and recreation plays in building resilience and supporting the wellbeing of our community, and the impact of COVID-19 on the financial viability of many local groups.

3.       This package would provide two months relief from lease costs for those who have a building on reserve land (170 groups), and a fund providing one-off grants of up to $500 for other groups.

4.       Funding would be available via an additional category of the existing Community Resilience Fund, which would be topped up with $30,000 ring-fenced for this purpose. Both the fund contribution and the foregone revenue for leases would be managed within existing budgets.

It is recommended that Council

(i)         agrees to provide two months relief from lease costs for community groups with buildings on reserve land,

(ii)        approves the provision of grants of up to $500 for sport and recreation groups via the Community Resilience Fund,

(iii)       agrees to the Community Resilience Fund principles and criteria being  amended to enable eligibility for sport and recreation groups

 

 

5.       In March 2020, Council resolved to establish a Community Resilience Fund in response to the COVID-19 pandemic, with a budget of $100,000 available for allocation. 

6.       The purpose of the funding was to ensure that organisations, groups and initiatives across Lower Hutt are financially supported to deliver services that support local resilience during the COVID-19 Alert Level 4 period and following recovery period.

7.       The Fund opened on 17 April and applications are accessed weekly. To date $15,774 has been approved for distribution to community groups.

Impact of COVID-19 on sport and recreation

8.       Since the start of the Pandemic response our Sport and Recreation team has been working closely with a number of Lower Hutt clubs and associations. Many are suffering significant operational and financial stress due to loss of income from grant funding, member subscriptions and use of facilities (function hire and food and beverage services).

9.       There is demand for a range of different types of support, including short-term financial, operational (getting back to play) and marketing and communications.

10.     Officers have also been actively engaged in discussions and planning at both a regional and national level with sector groups including local Councils, RSO’s, RST’s, Sport NZ, Recreation Aotearoa and the NZ Parks Agency Group.

11.     In recent weeks Council has also been approached by several organisations requesting support for sport and recreation. These include Sport New Zealand, the regional sports trust Sport Wellington and the New Zealand Amateur Sport Association asking. They have requested that Council considers providing support for sport and recreation organisations, given the important role they play in building resilience and supporting the wellbeing of our community.

12.     Councils in the Wellington region are providing support to sport and recreation organisations in a number of different ways, including reduction in annual lease costs and fees paid to Council. Options which result in a reduction of income to Council need to be considered in the context of wider budgets and rates impact.

13.     Support for sport and recreation organisations is currently being provided by Sport NZ (contribution towards fixed costs) and ANZ (cricket and netball club relief fund). Some, but not all of our local groups will be eligible for this support.

14.     As well as immediate support, consideration will be given to the role of sport and recreation in Council’s Recovery Plan, which is currently being developed.

15.     We are proposing the following immediate support for local sport and recreation groups:

 

Relief for lease costs

 

16.     Community groups who have a building on reserve land and pay Council a lease will not be required to pay lease costs for April and May.  We have 170 such lease arrangements, the majority of which are sport and recreation organisations. The others are community groups (eg: Scouts and Playcentre). We propose extending the offer to all of these community groups.

 

Community Resilience Fund – Sport and Recreation

 

17.     Where sport and recreation organisations do not pay Council a lease, we propose one-off grants of up to $500 for fixed and other costs over the time when income had been reduced. As with the Community Resilience Fund, this would be considered in the context of other support they have received. We propose this be established as an additional category of support under the existing Community Resilience Fund, and operate with the same process. The principles and criteria would be amended to reflect this. The Community Resilience Fund would be topped up with an additional $30,000 ring-fenced for this purpose.  

 

18.     Both the fund contribution and the foregone revenue for leases would be managed within existing budgets.

19.     Additionally our Sport and Recreation team will continue to support these organisations in applying to the other resilience funds, and offer a broad range of planning and governance advice and support as needed and appropriate.

Delegation to draft LTP/Annual PLan Subcommitteee for recycling and rubbish LTP amendment consultation

 

 

 

 

1.    The purpose of this paper is to ask Council to give delegation to the Mayor, Deputy Mayor and the Chairs of Committee to approve the draft Consultation Document to support the consultation on options for recycling and rubbish in Lower Hutt.

Recommendation

That Council agrees to delegate authority to the Mayor, Deputy Mayor and the Chairs             of Committee to approve draft Consultation Document, questionnaires, the draft LTP document and associated material to support the consultation on options for recycling and rubbish in Lower Hutt.

 

2.     Council intended amending the 2018/28 LTP and consulting on that amendment and a draft Annual Plan in April this year.  Recycling and rubbish services and how these might be delivered in the future were to be part of that consultation. Considerable work was put in to developing options for delivering these services in a different way in the future.  The information in the draft LTP amendment and Annual Plan document on options for the future was audited in February 2020 (along with other material) and a positive audit opinion issued 18 March 2020.

3.     A week later New Zealand went in to lockdown as it responded as one to Covid-19 and the audit opinion was withdrawn.  Council decided to progress an emergency one year budget rather than the draft LTP amendment and Annual Plan, and the consultation on recycling and rubbish was delayed until August 2020.

4.     There are significant time constraints with the recycling and rubbish consultation and recently, there has been some discussion internally on the timing of the community consultation as this process must align with the procurement process.

5.     A key constraint for any change in recycling and rubbish service delivery is the requirement to have the new service operating on 1 July 2021.  There is an expected minimum 9 month lead-in time for both council and the successful tenderer to implement any changes and have new plant ready to operate from that date.

6.     Morrison Low, Council’s consultant specialist advisor for this project, has been asked to review and update the cost estimates and assumptions in the business case they developed for council to ensure that we have the highest level of confidence possible in the services costs and rates impact information provided in the consultation documentation without having the actual costs available. They have been asked to complete this work by 4 June 2020.

Role of LTP subcommittee

7.   One question that has been raised is whether or not the draft Consultation Document, questionnaires, the draft LTP and associated material to support the consultation on options for recycling and rubbish in Lower Hutt needed to be signed off by council.  If this were the case the time constraints may create major issues for implementing any changes. 

8.   Officers propose that the draft Consultation Document and supporting material be approved by CLT after circulation to the Mayor, Deputy and Committee Chairs. Council originally viewed the information for the draft LTP amendment consultation and that it is not intended to make any major change to that information

9.   Officers will meet with the Mayor, Deputy and Committee Chairs for guidance and sign off on content during the development of the draft Consultation Document and questionnaire and the supporting engagement material.
