Saulbrey Grove - Proposed No Stopping At All Times Parking Restrictions (19/656) |

The Traffic Engineer - Network Operations elaborated on the report. |

Members noted that the Petone Community Board endorsed the recommendations contained in the officer’s report at its meeting held on 24 June 2019. |

RECOMMENDED: (Cr Briggs/Cr Barratt) Minute No. TRS 19302 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times parking restrictions on Saulbrey Grove, as shown attached as Appendix 1 to the report.” |

For the reasons the proposed restrictions would improve accessibility within the street for the benefit of all road users, promote compliance with the Land Transport (Road User) Rule 2004, support Council’s Parking Policy 2017 andare supported by the local residents who signed the Petition Documents. |

Pokohiwi Road and Martin Grove Extension – Proposed No Stopping at All Times Restrictions, Marking of Parking Spaces and Signage for Pickup/dropoff Parking Spaces (19/725) |

The Traffic Engineer - Network Operations elaborated on the report. Members agreed to add an additional reason of the proposed restriction to provide for safer egress for buses. The Chair raised a request for the grassed area, in front of the reserve, near the painted post (pou) to be maintained and cleared periodically, at the start of each school term. The Chair informed members that the green area shown on Appendix 1 to the report was a Council owned sports ground. |

RECOMMENDED: (Cr Cousins/Cr Lewis) Minute No. TRS 19303 “That the Traffic Subcommittee recommends that Council: (i) approves the installation of No Stopping at All Times parking restrictions and marking of parking spaces on Pokohiwi Road and Martin Grove Extension, as shown attached as Appendix 1 and 3 to the report; and (ii) approves signage for two pickup/dropoff parking spaces on Martin Grove Extension, as shown attached as Appendix 2 to the report.” |

For the reasons the proposed restrictions would: discourage parking over driveways on Pokohiwi Road that would inconvenience residents; improve safety for pedestrians on Martin Grove Extension by preventing vehicles obstructing the footpath; encourage quick turnover of two parking spaces at the Normandale School entrance at dropoff and pickup times; are supported by all directly affected parties that chose to respond to the consultation documents; and provides for safer egress for buses. |

Korokoro Road and Maungaraki Road - Proposed No Stopping At All Times Restrictions, Marking of Parking Spaces and P10 Pickup/dropoff Parking Spaces (19/759) |

recommended: (Cr Lewis/Cr Sutton) Minute No. TRS 19304 “That the Traffic Subcommittee recommends that Council: (i) approves the installation of No Stopping at All Times parking restrictions on Korokoro Road and Maungaraki Road, as shown attached as Appendix 1 to the report; (ii) approves the marking of parking spaces on Korokoro Road and Maungaraki Road, as shown attached as Appendix 1 to the report; and (iii) approves the signage for four P10 pickup/dropoff parking spaces on Korokoro Road, as shown attached as Appendix 1 to the report.” |

For the reasons the proposed restrictions would: discourage parking on corners and over driveways on Korokoro Road that would inconvenience residents and obstruct the flow of traffic; make more efficient use of on-street parking outside the school; encourage quick turnover of four parking spaces outside Korokoro School’s entrance at pickup and dropoff times; and are supported by all directly affected parties that chose to respond to the consultation documents. |

Members noted that the Eastbourne Community Board (the Board) endorsed the recommendations at its meeting held on 25 June 2019. Members further noted that issues in relation to cyclists had been raised by the Board. Members discussed the concerns of the public with regard to trees. Members asked for further communications to give some assurance to the public, which could be included in the Eastbourne Herald and on Council’s website. |

RECOMMENDED: (Cr Lewis/Cr Sutton) Minute No. TRS 19305 “That the Traffic Subcommittee recommends that Council: (i) approves the realignment of the centreline along Muritai Road, as shown attached as Appendix 1 to the report; (ii) approves the installation of edge lines along Muritai Road, as shown attached as Appendix 1 to the report, subject to the identification of pinch points for cyclists; (iii) approves the relocation of a Bus stop along Muritai Road, as shown attached as Appendix 2 to the report; (iv) approves the installation of No Stopping At All Times restrictions along Muritai Road, close to corners and bends, as shown attached as Appendix 1 and Appendix 2 to the report; and (v) requests that officers communicate with the Eastbourne public as the programme is progressed.” |

RECOMMENDED: (Cr Barratt/Cr Sutton) Minute No. TRS 19306 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times parking restrictions on Farmer Crescent, as shown attached as Appendix 2 to the report.” |

For the reasons the proposed restrictions would improve accessibility within the street for the benefit of all road users; promote compliance with the Land Transport (Road User) Rule 2004; support Council’s Parking Policy 2017; and is supported by the Majority of residents who responded to the consultation. |
5. QUESTIONS
Cr Lewis asked when the information on the double decker buses and the changes to bus stops on Jackson Street would be reported to the Petone Community Board and the Traffic Subcommittee?
The Traffic Engineer - Network Operations advised that the information would be reported to the Petone Community Board, Traffic Subcommittee and Council in due course. He said that the permanent solutions required Council resolutions, for changes such as the proposed kerb extensions. He added that the double decker bus services would commence as soon as possible.
There being no further business the Chair declared the meeting closed at 3.17pm.
