4.       Recommendations to Council - 11 December 2018

i)

Trafalgar Street - Proposed No Stopping At All Times Restrictions (18/1593)

 

The Traffic Engineer – Network Operations elaborated on the report.

In response to questions from members, the Traffic Engineer – Network Operations advised that if a carpark was marked with T bars, the park would only have enough space for a small vehicle. The Divisional Manager, Transport added that vehicles overhanging T bars were not usually enforced with parking tickets.

 

RECOMMENDED:  (Cr Cousins/Cr Bridson)              Minute No. TRS 18502

“That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Trafalgar Street, Waterloo as shown attached as Appendix 1 to the report.”

 

For the reasons the proposed restrictions:

-      would improve safety, accessibility and sight distance within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004; and

-      are supported by the local residents who chose to respond to the consultation documents.

 

ii)

Fraser Colman Grove - Proposed No Stopping At All Times Restrictions (18/1599)

 

Members noted that the Wainuiomata Community Board did not endorse the recommendation contained in the officer’s report at its meeting held on 7 November 2018.

Members noted that the Wainuiomata Community Board did support:

(i)       the installation of the proposed No Stopping At All Times restrictions on Fraser Colman Grove for Saturday mornings, as shown attached as Appendix 1 to the report; and

(ii)     instructing officers to undertake further work on Saturday morning parking in Wise Street.

In response to a question from a member, the Traffic Engineer advised that Wise Street was a main thoroughfare through Wainuiomata, which was to be reviewed at a later date and speed trackers were currently in place on the street. He added that Fraser Colman Grove was a road off Wise Street. He said that a public speaker at the Wainuiomata Community Board meeting had requested a Saturday morning only restriction. He believed this was due to the large sports field on Wise Street being used on Saturday mornings and the Grove was used for parking at this time.

 

The Traffic Engineer elaborated on the report.

Members discussed the officer’s recommendation within the report and resolving the original request received.

The Chair asked it be recorded that the Wainuiomata Community Board’s recommendation would not resolve the issue originally raised. She noted that the Saturday morning issue would be considered once Wise Street had been reviewed.

 

RECOMMENDED:  (Cr Cousins/Cr Lewis)                 Minute No. TRS 18503

“That the Traffic Subcommittee recommends that Council:

(i)       approves the installation of the proposed No Stopping At All restrictions on Fraser Colman Grove, Wainuiomata for the non-legal carparks outside numbers 11 and 17 and 15 and 16 Fraser Colman Grove, as shown attached as Appendix 1 to the report; and

(ii)     asks officers to review parking in Wise Street, Wainuiomata and after the implementation of any recommendations, will review other issues within Fraser Colman Grove.”

 

For the reasons the proposed restrictions:

-      would prevent vehicles parking too close to driveways in the cul-de-sac turning areas;

-      promote compliance with the Land Transport (Road User) Rule 2004; and

-      are supported by the local residents who responded to the consultation documents.

 

iii)

Randwick Road - Proposed No Stopping At All Times Restrictions (18/1608)

 

Members noted that the Petone Community Board endorsed the recommendation contained in the officer’s report at its meeting held on 5 November 2018.

 

RECOMMENDED:  (Cr Lewis/Cr Edwards)                Minute No. TRS 18504

“That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Randwick Road, Moera as shown attached as Appendix 1 to the report.”

 

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017;

-      are supported by the local residents that chose to sign the petition document.

 

iv)

Brown Grove - Proposed P120 and No Stopping At All Times Parking Restrictions (18/1609)

 

The Traffic Engineer – Network Operations elaborated on the report.

In response to a question from a member, the Traffic Engineer – Network Operations advised that the part of Brown Grove closest to Cambridge Terrace filled up first with commuters parking. He added that any amendments to the recommendations within the officer’s report would require further consultation with residents.

 

RECOMMENDED:  (Cr Bridson/Cr Edwards)             Minute No. TRS 18505

“That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times restrictions, L and T bar parking bay markings and P120 parking restrictions on Brown Grove, Waterloo as shown attached as Appendix 2 to the report.”

 

For the reasons the proposed restrictions:

-      would improve parking availability and accessibility on the street for the benefit of all road users; and

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017.

 

v)

Bolton Street - Proposed No Stopping At All Times Restrictions (18/1659)

 

Members noted that the Petone Community Board (the Board) did not endorse the recommendation contained in the officer’s report at its meeting held on 5 November 2018.

Members noted that the Board did support the installation of the proposed Parking Bays (L and T bar markings). Members also noted the Board supported the installation of No Stopping At All Times and markings on the corners of Bolton Street and Adelaide Street, Petone.

The Traffic Engineer elaborated on the report.

 

In response to a question from a member, the Divisional Manager, Transport advised that if a vehicle was parked either over a driveway and a complaint was made by the resident or on broken yellow lines across a driveway, this was very likely to be enforced with a parking ticket.

In response to a question from a member, the Traffic Engineer advised that the few angled parks closest to Jackson Street had been in place some time. He added that they would not be installed now as the street would not meet the standards for width and safety. The standards were being able to reverse out of an angled park without crossing the centreline.

“That the Traffic Subcommittee recommends that Council:

(i)            approves the installation of the proposed Parking Bays (L and T bar markings) on Bolton Street, Petone, as shown attached as Appendix 1 to the report; and

(ii)          approves the installation of the proposed No Stopping At All Times and markings on the corners of Bolton Street and Adelaide Street, Petone as shown attached as Appendix 1 to the report.”

 

vi)

Cleary Street - Proposed No Stopping At All Times Restrictions (18/1660)

 

The Traffic Engineer elaborated on the report. He added that the amended plan had been sent to the resident who had made the original request. The resident had confirmed, via email, that he was happy with the amended plan.

“That the Traffic Subcommittee recommends that Council approves the installation of the proposed No Stopping At All Times restrictions on Cleary Street, Waterloo as shown attached as Appendix 1 to the report.”

 

For the reasons the proposed restrictions:

-      would prevent vehicles parking too close to the garage entrance for No 1 Cleary Street, ensuring accessibility; and

-      are supported by the resident of No 1 Cleary Street.

 

vii)

High Street - Proposed School Bus Stop 3.00-3.30pm School Days Only (18/1717)

 

The Traffic Engineer – Network Operations elaborated on the report.

Cr Lewis left the meeting at 3.30pm.

“That the Traffic Subcommittee recommends that Council approves the installation of a School Bus Stop during the hours of 3.00-3.30pm School Days only, outside St Oran’s College on High Street, Lower Hutt as shown attached as Appendix 1 to the report.”

 

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017.

 

viii)

Fitzherbert Street - Proposed No Stopping At All Times Restrictions (18/1718)

 

The Traffic Engineer elaborated on the report.

 

RECOMMENDED: (Cr Cousins/Cr Edwards)             Minute No. TRS 18509

“That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Fitzherbert Street, Alicetown as shown attached as Appendix 1 to the report.”

 

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017; and

-      are supported by the local residents who responded to the consultation documents.
