PURPOSE

The Traffic Subcommittee has primary responsibility for considering and making recommendations to Council on traffic matters and consider any traffic matters referred to it by Council.

 

For the avoidance of doubt, “traffic” includes parking and excludes temporary road closures under clause 11(e) of the Tenth Schedule of the LGA 1974 and the Transport (Vehicular Traffic Road Closure) Regulations 1965.

 

 

TERMS OF REFERENCE:

 

The Traffic Subcommittee will have authority to:

 

1.0       Do all things necessary to hear, consider and make recommendations to Council on any traffic

related matter.

 

1.1     Regulate its own processes and proceedings to achieve its purpose and objective.

 

1.2     Provide options for the consideration of Council

 

The Chair will have authority to:

 

1.3     Refer any traffic/cycling matter to:

 

1.3.1     A Community Board; or

1.3.2     The Policy and Regulatory Committee; or

1.3.3     Council.

 

 

DELEGATED AUTHORITY:

Trafalgar Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions on Trafalgar Street, as shown attached as Appendix 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Trafalgar Street, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would improve safety, accessibility and sight distance within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004; and

-      are supported by the local residents who chose to respond to the consultation documents.

 

Background

2.    Council received a request from a local resident to improve road safety, accessibility and sight distance on Trafalgar Street, by installing No Stopping At All Times restrictions over one existing on-street parking space outside Nº 1/73 Trafalgar Street.

3.    The concern expressed is that cars parked on this section of the road restrict sight distance and manoeuvrability for vehicles entering and exiting the driveway at Nº 2/73.

4.    Because a minimum of five metres is required to easily accommodate a parked car, there is insufficient parking space between the adjacent driveways (only 4.6m is available).

Discussion

5.    Trafalgar Street is a relatively narrow local street and the adjacent land use in the vicinity is primarily residential.

6.    Parking is prohibited on the southern side of Trafalgar Street between 8am and 5pm on weekends due to traffic and parking demands associated with Trafalgar Park.

7.    The installation of No Stopping At All Times restrictions, as proposed, would improve the sight distance and manoeuvring space for cars entering and exiting the driveway.

8.    In addition, it would prevent vehicles from being parked too close to the driveway at Nº 73/2 and obstructing access to such driveway, further reducing the risk of vehicle conflict for all road users.

9.    The existing on-street parking space between the driveways to 1/73 and 2/73 Trafalgar Street is unrestricted, but does not meet the minimum threshold of five metres required to accommodate a parked car. The proposed restrictions would result in the loss of this one on-street car park.

10.  The proposed No Stopping at all Times restrictions would promote compliance with the Land Transport (Road User) Rule 2004 which states that ‘A driver or person in charge of a vehicle must not stop, stand, or park the vehicle so as to obstruct entry to or exit from any driveway’.

Options

11.  The options are:

a.   to leave the area as it is without any restrictions and accept the current level of service for road safety and accessibility; or

b.   improve the road safety and accessibility levels of service by installing No Stopping At All Times Restrictions to prevent parked vehicles from being parked to close to the driveway and obstructing other traffic.

Consultation

12.  Consultation documents were delivered to five directly affected residences at Nºs 1-2/73, 75, 80 and 82 Trafalgar Street.

13.  Four questionnaires were returned, all in favour of the proposal.

14.  Comments from a supporting resident include:

a.   “Poor visibility at peak times (ex. Before and after school), restricted access from driveway. I have had to mount the opposite footpath in order to ensure I don’t hit the parked car across the road.”

Legal Considerations

15.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations

16.  These changes can be funded from Council’s 2018/2019 road markings budget.

Other Considerations

17.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Officers believe that this recommendation falls within the purpose of local government in that it improves safety and accessibility for the benefit of all road users. It does this in a way that is cost-effective because it utilises standard road markings.

Fraser Colman Grove - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    To recommend that Council approve the installation of the proposed No Stopping At All Times restrictions on Fraser Colman Grove, as shown attached as Appendix 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of the proposed No Stopping At All restrictions on Fraser Colman Grove, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would prevent vehicles parking too close to driveways in the cul-de-sac turning areas;

-      promote compliance with the Land Transport (Road User) Rule 2004; and

-      are supported by the local residents who responded to the consultation documents.

 

Background

2.    A Fraser Colman Grove resident telephoned Council with a request for No Stopping At All Times restrictions (broken yellow lines) to be installed between numbers 14 and 16 Fraser Colman Grove, Wainuiomata.

3.    The concern is that when vehicles park in the cul-de-sac turning areas, visibility and accessibility for users of residential driveways is compromised.

Discussion

4.    Discussions with the resident revealed that manoeuvring in the cul-de-sac can be compromised when vehicles are parked in the area.

5.    No stopping at all times markings in the cul-de-sacs are only proposed over driveways and sections where a standard carpark length cannot be accommodated.

6.    Fraser Colman Grove has a somewhat unusual geometry with twin cul-de-sacs off a central T intersection.

7.    Although the complainant was only concerned about the southern cul-de-sac, officers have adopted the proposed restrictions on the northern cul-de-sac as well so that the restrictions within the street are consistent.

8.    The proposed restrictions would result in the loss of approximately eight on road parking spaces however, most of these spaces are not technically legal under the requirements of Land Transport (Road User) Rule 2004 which states that ‘A driver or person in charge of a vehicle must not stop, stand or park the vehicle on any part of the roadway so close to any corner, bend, rise, dip, traffic island, or intersection as to obstruct or be likely to obstruct other traffic or any view of the roadway…’.

9.    The proposed restrictions will improve accessibility for residents of the street.

Options

10.  The options are:

a.   to leave the area as it is and accept the current level of service for accessibility and road safety; or

b.   install the proposed No Stopping At All Times restrictions as shown in Appendix 1 to improve accessibility within the street; or

c.   install No Stopping At All Times restrictions over some lesser or greater extent of the street.

11.  Officers recommend option b. as it will improve accessibility within the street and best matches the needs of the local residents based on the consultation feedback.

Consultation

12.  Consultation documents were delivered to all residences in Fraser Colman Grove.

13.  Three questionnaires were returned; two (67%) in favour, one (33%) against the proposal.

14.  Comments from the opposing resident include:

a.  Resident added the following items to consider:

i.     Keep Left signs to be added to the mountable roundabout on Fraser Colman.

ii.    No Parking signage to be added for the sports fans utilizing Fraser Colman as a parking area on Saturdays blocking driveways etc.

iii.   Reduce Traffic Speed in the Area.

Officer’s response: Keep left signage on the roundabout might prevent the roundabout being mountable to larger vehicles. From discussions with the original enquirer, people parking over his driveway were not only on Saturday mornings. Further investigation and consultation would need to be undertaken before considering reducing the posted speed limit or introducing traffic calming measures. 

15.  The Wainuiomata Community Board will consider the recommendation at its meeting on 7 November 2018 and the resolution will be tabled at the Traffic Subcommittee meeting on 12 November 2018.

Legal Considerations

16.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations

17.  These changes can be funded from Council’s 2018/2019 maintenance and operations budget.

Other Considerations

18.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Randwick Road - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions on Randwick Road, as shown attached as Appendix 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Randwick Road as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017;

-      are supported by the local residents that chose to sign the petition document.

 

Background

2.    Council received a request from a local resident to improve road safety, accessibility and sight distance on Randwick Road, by installing No Stopping At All Times restrictions outside Nº 148 Randwick Road.

3.    The concern expressed is that cars parked on this portion of the street restrict the sight distance to oncoming traffic and increases the safety risk for motorists exiting the driveway at Nº 148 Randwick Road.

4.    As the parking outside the property is not marked (with L and/or T bars) there are anecdotal reports that motorists often park too close to the driveway, sometimes completely preventing residents from accessing their driveway.

Discussion

5.    Randwick Road is a busy Arterial road with relatively high daily average traffic volumes.

6.    The property at Nº 148 Randwick Road is a multi-unit complex which generates relatively high parking demand for the property size.

7.    The adjacent land use in the vicinity is primarily residential, however there are a number of commercial properties located across the road.

8.    The installation of No Stopping At All Times restrictions, as proposed, would improve the sight distance available to motorists exiting the driveway at Nº 148 Randwick Road.

9.    In addition, it would prevent cars from parking too close to the driveway and obstructing access.

10.  The proposal would result in the removal of one on-street parking space. Although there is a high demand for parking in the area, the loss of one car park is considered acceptable given the current difficulty experienced by multiple residents living at Nº 148 Randwick Road.

11.  The proposed restrictions would promote compliance with the Land Transport (Road User) Rule 2004 in respect to the minimum clearance from driveways when parking.

Options

12.  The options are:

a.    to leave the area as it is without any restrictions and accept the current level of service for road safety and accessibility; or

b.    improve the road safety and accessibility level of service by installing No Stopping At All Times Restrictions to prevent parked vehicles from obstructing other traffic.

Consultation

13.  A plan of the proposal and petition form were forwarded to the resident of Nº 148/9 Randwick Road, who consulted the 10 directly affected properties at Nºs 148 (1-10) and 150 Randwick Road.

a.    Five replies were received (Nºs 148/2, 3, 8, 9 and 10 Randwick Road), all in support of the proposal.

b.    The resident of Nº 148/9 Randwick Road has also stated that she was not able to reach the residents of two of the directly-affected properties, since they are often not home.

14.  At its meeting on 5 November 2018, the Petone Community Board resolved to endorse the recommendation contained in the officer’s report.

15.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations

16.  These changes can be funded from Council’s 2018/2019 road markings budget.

Brown Grove - Proposed P120 and No Stopping At All Times Parking Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times restrictions, L and T bar parking bay markings and P120 parking restrictions on Brown Grove, as shown attached as Appendix 2 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times restrictions, L and T bar parking bay markings and P120 parking restrictions on Brown Grove, as shown attached as Appendix 2 to the report.

For the reasons the proposed restrictions:

-      would improve parking availability and accessibility on the street for the benefit of all road users; and

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017.

 

Background

2.    Council received a request from a local resident to improve accessibility and parking availability on Brown Grove by installing No Stopping At All Times restrictions (broken yellow lines), L and T bar parking bay markings and P120 (Monday to Friday 8am to 10am only) parking restrictions within the street.

3.    Brown Grove is a residential cul-de-sac located in close proximity to Waterloo Train Station.

4.    The concern expressed is that the high number of vehicles parked on the street often makes it difficult for local residents and visitors to find parking. As Waterloo Train Station is within walking distance, the on-street parking is frequently occupied by commuters’ vehicles for the majority of the day.

5.    In addition, the high demand for parking also results in vehicles parking too close to driveways and the entrance to the street, making vehicle manoeuvring more difficult.

Discussion

6.    The installation of the proposed changes would more clearly demark the on-street parking spaces, discouraging vehicles from obstructing access to and from residents’ driveways.

7.    The installation of the proposed No Stopping At All Times restrictions near the intersection with Cambridge Terrace will improve the available sight distance for motorists exiting Brown Grove, increasing the road safety level of service for all road users.

8.    In addition, the proposed P120 parking restrictions would discourage some rail commuter parking and make it more likely for residential visitors to find on-street parking spaces during the day.

9.    By limiting the P120 parking restrictions to the hours of 8am to 10am Monday to Friday only, it is intended to discourage commuter parking but allow longer term parking for local residents and visitors during the day and on weekends.

10.  The proposed No Stopping At All Times restrictions would promote compliance with the Land Transport (Road User) Rule 2004 which states that ‘A driver or person in charge of a vehicle must not stop, stand, or park the vehicle so as to obstruct entry to or exit from any driveway.’

11.  The proposal supports Council’s Parking Policy 2017, which places the lowest priority on commuter parking in ‘Live and Play’ areas.

12.  The original proposal (shown in Appendix 1) was amended as shown in Appendix 2 to reflect the responses from the public consultation, primarily the concern around losing all of the parking spaces within the cul-de-sac turning area.

Options

13.  The options are:

a.   to leave the area as it is without any restrictions and accept the current level of service for accessibility and parking availability; or

b.   install the proposed No Stopping At All Times restrictions, L and T bar parking bay markings and P120 parking restrictions to improve the accessibility and parking availability level of service in the street; or

c.   only install the proposed No Stopping At All Times restrictions and/or L and T bar parking markings, omitting any further parking time restrictions; or

d.   install No Stopping At All Times restrictions and/or T and L bar parking bay markings and/or P120 parking restrictions over some lesser or greater extent within the street.

14. Officers recommend option b, as it is expected to reduce the likelihood of vehicles being parked too close to residents’ driveways, as well as increasing the likelihood of finding available parking in the street, while not totally eliminating commuter parking availability.

Consultation

15.  Consultation documents were delivered to 19 directly-affected residences at Nºs 1 – 13 Brown Grove and Nºs 104, 105, 106 and 106A Cambridge Terrace.

16.  The original Consultation Plan shown as Appendix 1.

17.  Six questionnaires were returned; four (67%) in favour of the proposed changes and two (33%) against it.

18.  Comments from supporting residents include:

a.     “We agree with all changes to Appendix 1, however we would like one free park outside house number 8 for our visitors since you will be putting in No Stopping At All Times outside our house number 7. Please see highlighted area in Appendix 1.”

Officer’s response: following feedback the proposal has been amended to retain two carparks at the end of the Grove (outside Numbers 7 and 8). Normally cul-de-sacs are reserved for turning movements or larger garbage collection trucks to freely turn. However if the carparks were removed a large garbage truck would still need to 3-point turn in the cul-de-sac. Retaining the carparks will not greatly affect the turning in the cul-de-sac.

b.     “‘For residents’ parking only’ signs should be put at the corner. The time restrictions should be 7 am until 11 am.”

Officer’s response: Council believes the proposed restrictions are sufficient, and does not currently have a resident’s parking scheme in operation. Eliminating all commuter parking would simply move the problem to another street nearby.

19.  Comments from opposing residents include:

a.     “I agree with the majority of the changes. However, I would prefer to have the parking space directly to the front of my property remain. This is where we park a work vehicle which is used frequently to load and unload tools and heavy equipment from our garage. We have parked a vehicles in this sport for 20 years, parking outside a neighbour’s property is not ideal.”

b.     “We are concerned that the broken yellow lines around the end turn will: eliminate all parking spaces adjacent and within view of our section reducing security for our visitor’s cars; cars parked on the turn prevent donuts occurring; cars parked in the Grove and on the turn cause drivers to reduce speed which is preferable to the speeds when the grove is clear of parked cars.”

Officer’s response: following feedback the proposal has been amended to retain two carparks at the end of the Grove.

Bolton Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    To recommend that Council approve the installation of the proposed No Stopping At All Times on Bolton Street, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would prevent vehicles parking too close to driveways restricting visibility of residents entering/exiting their driveways;

-      promote compliance with the Land Transport (Road User) Rule 2004.

 

Background

2.    Council’s Transport team received a petition from three Bolton Street residents requesting no stopping at all times restrictions and carparks to be marked on Bolton Street, between Adelaide Street and Jackson Street.

3.    The concern is vehicles are parking partially or completely over residential driveways compromising visibility and accessibility for local residents.

Discussion

4.    The petition outlined that the residents have had vehicles relocated by Council Parking Services on numerous occasions due to parking over driveways.

5.    Due to the close proximity of Jackson Street, overflow parking fills up the adjacent side streets including Bolton Street. Vehicles often park over the residential driveways or in such a way where it makes exiting their driveways extremely difficult (eg, cars within 1 metre of the driveway)

6.    The markings were requested over the initial three driveways as per the petition. The officer looked at the street between Adelaide Street and Jackson Street and included the markings for all driveways in this section as part of the design. The consultation confirmed the parking is a problem for this entire stretch of Bolton Street.

7.    A number of the consultation questionnaires indicated that some residents are not in favour of having no stopping at all times markings over their driveways as they utilise this space when the on street parking is full. Parking Services have confirmed that parking across a driveway is illegal regardless of whether the adjacent landowner consents and cars parked in this way are ticketed.

8.    The proposed restrictions would result in the loss of approximately three on street parking spaces, however these spaces are not legal under the requirements of Land Transport (Road User) Rule 2004 which states that ‘A driver or person in charge of a vehicle must not stop, stand or park the vehicle on any part of the roadway so close to any corner, bend, rise, dip, traffic island, or intersection as to obstruct or be likely to obstruct other traffic or any view of the roadway…’.

9.    The proposed restrictions will improve accessibility for residents of the street and assist with parking enforcement in the area.

Options

10.  The options are:

a.   to leave the area as it is and accept the current level of service for accessibility and road safety; or

b.   install the proposed No Stopping At All Times restrictions as shown in Appendix 1 to improve accessibility within the street; and/or

c.   install the proposed Parking Bays  (L and T bar markings) as shown in Appendix 1 to improve accessibility within the street; and/or

d.   install No Stopping At All Times and mark parking bays over some lesser or greater extent of the street; and/or

e.   install No Stopping At All Times and markings on the corners of Bolton Street and Adelaide Street.

11.  Officers recommend options b., c. and e. as these will improve accessibility within the street and best matches the needs of the local residents based on the consultation feedback.

Consultation

12.  Consultation documents were delivered to 20 residences on Bolton Street between 29 Bolton Street and 320 Jackson Street.

13.  Twelve questionnaires were returned; four (33%) in favour, seven (58%) against the proposal and one neutral (8%). Six of these responses were received outside the consultation period.

14.  Comments from some of the opposing residents include:

a.     “The issue stems from many residents and too little available parks. A better option would be either use “residents only/permits” or diagonal parking on 1 side of the street the full way down. We frequently park over our own driveway as it’s the only option. The proposed fix reduces available parks + will likely increase illegal + inconvenient (for residents) parking throughout the street.

Officer’s response: Unfortunately it is not easy to create additional carparks to meet demand. Diagonal carparks require approximately 9.5m of road space for the carpark and aisle width as opposed to a parallel park needing around 5.5m. On a 14m wide road with a parallel carpark on the opposite site this would not be feasible. The proposed fix will allow parking services to enforce illegal parking where it is currently happening and is unable to be enforced. Council has not yet implemented a Resident’s parking scheme.

15.  At its meeting on 5 November 2018, the Petone Community Board resolved not to endorse the recommendation contained in the report, but did support options c. and e.

16.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations

17.  These changes can be funded from Council’s 2018/2019 maintenance and operations budget.

Other Considerations

18.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Cleary Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    To recommend that Council approve the installation of the proposed No Stopping At All Times restrictions on Cleary Street, as shown attached as Appendix 1.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of the proposed No Stopping At All Times restrictions on Cleary Street, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would prevent vehicles parking too close to the garage entrance for No 1 Cleary Street, ensuring accessibility; and

-      are supported by the resident of No 1 Cleary Street.

 

Background

2.    Council received a request from the resident of No. 1 Cleary Street to adjust the existing on street parking outside their garage, which accesses the entrance road to the Open Polytechnic.

3.    The concern is that the existing on street car parking spaces are located in such a way that, when occupied, they block access to the garage and adjacent gate.

Discussion

4.    The entrance road to the Open Polytechnic is located off Cleary Street in Waterloo.

5.    The residence located at No.1 Cleary Street has a garage which accesses the entrance road near the Polytechnic gate, although there is currently no formed driveway to the garage.

6.    The resident intends installing a driveway to the existing garage which would require the removal of two existing on street parking spaces.

7.    The Polytechnic entrance road has approximately three on street parking spaces on each side of the road between the Polytechnic gate and the intersection with Cleary Street (a total of six on street spaces).

8.    The three existing on street parking spaces on the eastern side of the entrance road, when occupied, block entry to the garage and adjacent double gate.

9.    The on street parking spaces are often occupied all day, and sometimes after hours, due to the nature of the Open Polytechnic operating hours.

10.  By removing one on street parking space on the eastern side of the entrance road, relocating two spaces further south, and installing No Stopping At All Times restrictions as shown in Appendix 1, it would be possible to ensure access to the garage with the loss of a single on street parking space.

11.  There is ample off street parking located within the Open Polytechnic grounds. The loss of one on street space is not expected to impact the Polytechnic operations.

12.  As a result of the consultation feedback, officers amended the proposal to move the carparks further south towards Cleary Street to provide access to the double gate adjacent to the garage, which accesses the back yard for No.1 Cleary Street.

Options

13.  The options are:

a.   to leave the area as it is and accept the current level of service for accessibility for No.1 Cleary Street; or

b.   install the proposed No Stopping At All Times restrictions as shown in Appendix 1 to improve accessibility; or

c.   install No Stopping At All Times restrictions and/or T and L bar parking space markings over some lesser or greater extent within the street.

14.  Officers recommend option b. as it would improve accessibility to the garage and gate and best matches the needs of the resident with the loss of only a single on street parking space.

Consultation

15.  Consultation documents were delivered to No. 1 Cleary Street and the Open Polytechnic of NZ.

16.  One questionnaire was returned in favour of the proposal. The Open Polytechnic did not respond.

High Street - Proposed School Bus Stop 3.00-3.30pm School Days Only

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of a School Bus Stop during the hours of 3.00-3.30pm School Days only, outside St Oran’s College on High Street, as shown attached as Appendix 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of a School Bus Stop during the hours of 3.00-3.30pm School Days only, outside St Oran’s College on High Street, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017.

 

Background

2.    Hutt City Council’s Transport team has been requested by St Oran’s College and Metlink to provide additional bus stop space at St Oran’s College.

3.    St Oran’s College is located on a busy section of High Street, Lower Hutt (12,000 vpd). In the afternoons, the school is served by 11 school and public buses that help students get home and to after school activities. These 11 buses are scheduled to arrive over a 25 minute period; however there is only space for three buses to park outside the school.

4.    This has been an ongoing issue for some time with buses blocking access ways, double parking around other buses and parking with half the bus encroaching into the live traffic lane.

5.    St Oran’s College has contacted Metlink on numerous occasions regarding their concerns for the safety of their students and staff during this busy window. The buses also park over the pedestrian crossing that the students need to use. The effect of the congestion created by the buses is causing a safety concern on the general traffic flows on High Street as well. 

Discussion

6.    Metlink and the local bus operator are making efforts to improve the operations of buses serving St Oran’s, ie, ensuring the buses arrive in the same order they need to depart in, however even with a seamless operation, additional bus stop space is still required.

7.    Without an additional bus stop (which is only required for this 30 minute period), the issues discussed above will continue.

8.    The proposed bus stop would make three existing on street car parking spaces unavailable from 3.00pm to 3.30pm on school days.

Options

9.    The options are:

a.    leave the area as it is without the additional Bus stop space and accept the existing safety and accessibility concerns; or

b.    install the proposed changes to increase bus stop capacity and ensure that buses are able to safely park out of the live traffic lane; or

c.     install additional bus stop restrictions over some greater or lesser extent of the kerbside parking lane.

Consultation

10.  Consultation was carried out with St Oran’s, Metlink and the directly affected properties at 552, 560/1-2 High Street.

a.    St Oran’s Principal Jeanette Duffy responded saying that buses after school were running much more fluidly of late.

Officer’s response: this may be due to an overall network change to the buses and a current rolling bus strike. There are a few services that have been affected by this and other works on the network.

Metlink have also advised despite this drop in concerns, that past trends show this will continue to be a problem once things settle down.

b.    Metlink wishes to continue to pursue the proposed school bus stop.

c.     No responses were received from the properties at 552, 560/1-2 High Street.

Legal Considerations

11.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations

12.  These changes can be funded from Council’s 2018/2019 road markings budget.

Other Considerations

13.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Fitzherbert Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions on Fitzherbert Street, as shown attached as Appendix 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions on Fitzherbert Street, as shown attached as Appendix 1 to the report.

For the reasons the proposed restrictions:

-      would improve safety within the street for the benefit of all road users;

-      would promote compliance with the Land Transport (Road User) Rule 2004;

-      would support Council’s Parking Policy 2017; and

-      are supported by the local residents who responded to the consultation documents.

 

Background

2.    Council received a request from a local resident to improve road safety at the intersection of Fitzherbert Street and Valentine Street, by installing No Stopping At All Times Restrictions.

3.    The concern expressed is that cars parked too close to the intersection obstruct sight distance and force oncoming traffic to cross the centreline through the intersection. Because of the relatively narrow effective carriageway width of both streets, this creates a safety hazard for all road users.

Discussion

4.    Both Fitzherbert Street and Valentine Street are relatively narrow residential streets. Parked vehicles can reduce the effective carriageway width to a single lane.

5.    When vehicles are parked too close to the intersection this can force motorists to travel through the intersection in the middle of the carriageway, rather than to the left hand side.

6.    Vehicles parked too close to the intersection also reduce the sight distance available to motorists to detect oncoming vehicles.

7.    The installation of No Stopping At All Times Restrictions, as proposed, would prevent vehicles from parking too close to the intersection and ensure safe sight distances are maintained, and that motorists can stay as far left as possible when travelling through the intersection.

8.    The proposed “No Stopping At All Times” restrictions would promote compliance with the Land Transport (Road User) Rule 2004, which states that “A driver or person in charge of a vehicle must not stop, stand or park the vehicle on any part of a roadway so close to any corner, bend, rise, dip, traffic island, or intersection as to obstruct other traffic or any view of the roadway to the driver of a vehicle approaching that corner, bend, rise, dip, traffic island or intersection unless the stopping, standing or parking is authorised by signs or markings maintained by the road controlling authority.”

9.    The majority of the residents consulted approve of the proposed measures.

10.  As a result of the feedback received, the proposed No Stopping At All Times Restrictions on Valentine Street (East) have been deleted and L bars are instead proposed to ensure vehicles are not parked so as to block the footpath on Fitzherbert Street. 

Options

11.  The options are:

a.   to leave the area as it is without any restrictions and accept the current level of service for road safety; or

b.   improve the road safety level of service by installing No Stopping At All Times Restrictions to prevent parked vehicles obstructing other traffic.

Consultation

12.  Consultation documents were delivered to 14 directly affected residences at Nºs 30, 32, 34, 1-8/35, and 36 Fitzherbert Street and Nºs 20 and 22 Valentine Street.

13.  Five questionnaires were returned; three (60%) in favour and two (40%) against the proposal.

14.  Comments from supporting residents include:

a.   “Thank you for consulting on this issue. I would also recommend additional lines are painted 1 m from driveways in this area. We often have vehicles parked within 1 m resulting in a hazard for both cars and cycles exiting driveways. Montague Street has some of this marking.”

b.   “There is only one single car entry to the section of road between 32 and 34 Fitzherbert Street. I think the yellow lines should be from either side of that entry point for 6 metres along Fitzherbert so as not to restrict parking in front of 32 and 34.”

15.  Comments from opposing residents include:

a.   “I do not support the proposed parking changes, over the last 17 years I have lived here there has never been a problem. This would limit our neighbours and my parking needs considerably. I am strongly opposed to the change.”

b.   “The problem seems to only be along Fitzherbert. Putting yellow lines down Valentine would bring parked cars further down the street making it harder than it already is to back out of our driveway.”

16.  Officer’s response: following feedback the proposal has been amended to retain two carparks on Valentine Street (East). Officers consider that it is inappropriate for vehicles to be parking within 6m of the intersection, as well as being contrary to the requirements of the Land Transport (Road User) Rule 2004.

17.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2017.

Financial Considerations
