Precedence of business

 

The Chair accorded precedence to items 10 and 11 dealing with the Dog Control Update.

5.

Promotion of Archives in the Hutt Valley (18/1232)

Report No. HVSC2018/4/107 by the City Archivist, Hutt City Council

 

The Chief Information Officer, and the City Archivist, Hutt City Council elaborated on the report.

In response to questions from members, the City Archivist, Hutt City Council agreed to discuss community archives opportunities with Upper Hutt City Council officers. The Chief Executive, Upper Hutt City Council, added that consideration would be needed by Upper Hutt City Council whether to stay involved in the process with Hutt City Council.

PROJECT PENCARROW PROGRESS REPORT 11 APRIL 2018 - 1 AUGUST 2018 (18/1302)

8.

SILVERSTREAM LANDFILL UPDATE (18/1270)

Report No. HVSC2018/4/109 by the Landfill Consultant, Tonkin and Taylor

 

The Contracts Manager, Solid Waste, Hutt City Council elaborated on the report.

In response to questions from members, the Contracts Manager, Solid Waste, Hutt City Council advised that the cost for installing a flare to improve gas destruction would be approximately $200-300k. He said that it was predominently metal recycled by the operator of the landfill. He added that in relation to any consideration of setting up an additional recycling facility that to recoup part of the levy fund, the Ministry for the Environment required actual costs and money could only be recouped for activities within the Regional Waste Plan.

In response to a further question from a member, the Contracts Manager, Solid Waste, Hutt City Council advised that any increase in the landfill levy made by Central Government would be national and it would likely also apply to clean fills as well as landfills.

Akatarawa Cemetery Update (18/1251)

The Parks and Reserves Manager, Upper Hutt City Council elaborated on the report.

The Chair asked that a letter be sent from the Mayor of Hutt City to recognise the achievement of 40 years of service by Mr Whiteman, the Sexton at Akatarawa Cemetery.

HEALTH OFFICE ACTIVITIES UPDATE (18/1304)

Report No. HVSC2018/4/113 by the Team Leader Environmental Health, Hutt City Council

 

The Team Leader Environmental Health, Hutt City Council elaborated on the report.

In response to a question from a member, the Team Leader Environmental Health, Hutt City Council advised that it was likely that the updated recreational water quality monitoring would be implemented next year, with a workshop to be held prior to this.

13.

Regional Joint Services Opportunities (18/1257)

Report No. HVSC2018/4/114 by the Committee Advisor, Hutt City Council

 

Cr Wheeler, Upper Hutt City Council raised that the toxic waste day usually held around October was not being held by Hutt City Council and the day had also been cancelled by Upper Hutt City Council. He expressed concern that part of the reason for the cancellation was due to the potential increase in people attending from Lower Hutt.

Mayor Guppy, Upper Hutt City Council advised that there were other reasons the day was not being held. The main reason was there was not a suitable site.

The Chief Executive, Upper Hutt City Council added that the facility used the previous year was not suitable due to health and safety issues encountered previously.

The Chief Executive, Hutt City Council agreed to update members via email on the reasons Hutt City Council was not holding the toxic waste day this year.
