Proposed Temporary Road Closure of Laings Road and Queens Drive for Civic Anzac Day Ceremonies 2018 (18/433)

Report No. TRC2018/2/84 by the Senior Traffic Engineer

 

The Senior Traffic Engineer elaborated on the report. He advised all legal formalities had been completed.

In response to questions from members, the Traffic Asset Manager confirmed the road closure applicant was Mayor Wallace, and that he would be responsible for the conditions of closure as listed in Appendix 1 to the report. He said signage to warn motorists of parking restrictions would be erected the night before the event and that any cars parked in the area in the morning would be towed a short distance away.

In response to questions from members, the Senior Traffic Engineer said a letterbox drop would not be necessary since the area was commercial rather than residential. He added that if The Crooked Elm bar had opened by ANZAC Day he would make sure patrons’ cars weren not affected by the closure.

“That the Subcommittee:

(i)      agrees to approve the following proposed temporary road closures, subject to the conditions listed in the Proposed Temporary Road Closure Impact Report attached as Appendix 1 to the report:

          (a)     Anzac Day Dawn Parade

                  Laings Road from Myrtle Street to Queens Drive, and Queens Drive from Laings                   Road to High Street; on Wednesday 25 April 2018 from 05:00 am to 07:00 am                   (attached as Appendix 2 to the report);

          (b)     Anzac Day Civic Service Wreath-laying Ceremony

Queens Drive from Laings Road to High Street; on Wednesday 25 April 2018 from 08:00 am to 11:00 am (attached as Appendix 3 to the report);

(ii)     agrees to temporarily rescind, for the Anzac Day ceremonies, all parking restrictions on           Laings Road and Queens Drive as follows:

         (a)      Anzac Day Dawn Parade

Laings Road from Myrtle Street to Queens Drive, and Queens Drive from Laings Road to High Street, on Wednesday 25 April 2018 from 05:00 am to 07:00 am;

          (b)     Anzac Day Civic Service and Wreath-laying Ceremony

                   Queens Drive from Laings Road to High Street, on Wednesday 25 April 2018 from            08:00 am to 11:00 am; and

(iii)    agrees to impose the following restrictions:

          (a)     Anzac Day Dawn Parade

Laings Road from Myrtle Street to Queens Drive, and Queens Drive from Laings Road to High Street, both sides, on Wednesday 25 April 2018 from 05:00 am to 07:00 am:

            ‘No Stopping At All Times’;   

          (b)      Anzac Day Civic Service and Wreath-laying Ceremony

Queens Drive from Laings Road to High Street, both sides, on Wednesday 25 April 2018 from 08:00 am to 11:00 am:

‘No Stopping At All Times.’

For the reasons:

·         the proposed road closures are required to accommodate the Anzac Day Ceremonies; and

·         no complaints have been received in relation to previous years’ closures.”

Closure of Muritai Road for the Eastbourne Memorial Returned Services Association Anzac Day Event 2018 (18/435)

Report No. TRC2018/2/85 by the Senior Traffic Engineer

 

The Senior Traffic Engineer elaborated on the report. He noted there had been no submissions or objections from the public and all legal formalities had been completed.

“That the Subcommittee:

(i)      agrees to approve the following proposed temporary road closure, subject to the conditions listed in the Proposed Temporary Road Closure Impact Report attached as Appendix 1 to the report:

(a)     Anzac Day Event

Muritai Road from Rimu Street to Makaro Street; on Wednesday 25 April 2018 from 09:30 am to 11:00 am (attached as Appendix 2 to the report);

(ii)     agrees to temporarily rescind, for the Anzac Day ceremonies, all parking restrictions on Muritai Road between Rimu Street and Makaro Street on Wednesday 25 April 2018 from 09:30 am to 11:00 am; and

(iii)    agrees to impose the following temporary restriction on Muritai Road, both sides, 09:30           am to 11:00 am:

          ‘No Stopping At All Times.’

For the reasons:

·         the proposed road closures are required to accommodate the Anzac Day Ceremonies; and

·         no complaints have been received in relation to previous years’ closures.”

   

 

 

 

6.       QUESTIONS 

Cr Lewis asked if it was possible to have standing reports in the Subcommittee’s calendar for events that occurred annually. The Traffic Asset Manager agreed it would be possible.

The Chair asked whether a formal meeting was necessary to expedite future road closures that were annual occurrences. The Traffic Asset Manager agreed to report back to the Chair on whether this was possible.

Cr Edwards suggested that only annual road closures with changes be reported or that all road closures be reported through to the Traffic Subcommittee.
