Marine Drive - Proposed Motorcycle and Mobility Park Restrictions (17/1609) |

In response to a question, the Traffic Asset Manager advised that the cross hatched area shown on Appendix 2 to the report, provided space to enable adequate access to remove a wheelchair from a vehicle and also provided access to the beach. |

RECOMMENDED: (Cr Cousins/Cr Lewis) Minute No. TRS 18102 “That the Traffic Subcommittee recommends that Council: (i) approves the relocation of the existing Motorcycle Parking Restrictions in Marine Drive, Days Bay, as shown attached as Appendix 1 to the report, in principle, subject to comment from the Eastbourne Community Board; (ii) approves the installation of two new Mobility Parking Restrictions in Marine Drive, Days Bay, attached as Appendix 1 to the report, in principle, subject to comment from the Eastbourne Community Board; and (iii) approves the installation of one new Mobility Park Restriction in Marine Drive, outside Days Bay Wharf, as attached as Appendix 2 to the report, in principle, subject to comment from the Eastbourne Community Board. For the reason, there are currently no on-street mobility parks provided in the area. The proposal will improve accessibility to the wharf, beach and shops for mobility impaired road users, with minimal loss of unrestricted user parking spaces.” |

Wakefield Street - Proposed No Stopping At All Times Restrictions (17/1740) |

Speaking under public comment, Mr Warren Mills of Hale Motorbodies, explained his business at 21 Wakefield Street built truck bodies, up to 30m in length. They struggled to move their trucks out of their premises, especially when vehicles were parked on both sides of the road, which made it like a single lane road.
In response to a question, the Traffic Asset Manager informed that empty land shown on Appendix 1 to the report was unsealed. Therefore, it could cost approximately $80k to seal and mark the area for car parking. |

RECOMMENDED: (Cr Cousins/Cr Sutton) Minute No. TRS 18103 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Wakefield Street, Alicetown as shown attached as Appendix 1 to the report. For the reasons: - the proposed restriction will improve accessibility to the complainant’s business and improve safety in the vicinity; - although four on street four parking spaces be lost, there is adequate on street parking available within the immediate area; - the surrounding businesses support the proposal; and - the proposal is in keeping with Council’s Parking Policy.” |

Amberley Grove - Proposed No Stopping At All Times Restrictions (17/1764) |

RECOMMENDED: (Cr Edwards/Cr Bridson) Minute No. TRS 18104 “That the Traffic Subcommittee recommends that Council approves the retrospective approval for No Stopping At All Times Restrictions in Amberley Grove, Lower Hutt as shown attached as Appendix 1 to the report. For the following reasons: ̵ to prevent vehicles being parked too close to the intersection and driveways, improving vehicle manoeuvrability and visibility; and ̵ to improve compliance with the Land Transport (Road User) Rule 2004.” |

Wilson Grove - Proposed No Stopping At All Times Restrictions (17/1765) |

The Chair advised that the Scout Hall located within Wilson Grove was occupied by a martial arts group, with extra vehicles parked around once a week. In response to a question, the Chair responded that, in her opinion, extra parking upon the reserve area would not be required. |

RECOMMENDED: (Cr Cousins/Cr Lewis) Minute No. TRS 18105 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Wilson Grove, Normandale as shown attached as Appendix 1 to the report. For the reasons: - the proposed restriction will improve the level of service for accessibility and sight distance within the cul de sac turning area; and - the installation of No Stopping At All Times Restrictions as shown attached as Appendix 1 will promote compliance with the Land Transport (Road User) Rule 2004.” |

RECOMMENDED: (Cr Lewis/Cr Edwards) Minute No. TRS 18106 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Athlone Crescent, Avalon as shown attached as Appendix 1 to the report. For the reason, that it will ensure adequate carriageway width for two way traffic along the sharp bend at the entrance to the street.” |

In response to questions, the Traffic Asset Manager informed members of the standard length of car parks, parking within the white lines and the discretion of parking wardens. |

RECOMMENDED: (Cr Bridson/Cr Edwards) Minute No. TRS 18107 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Cambridge Terrace, Waiwhetu as shown attached as Appendix 1 to the report. For the reason, the proposed changes will improve the sight distance for vehicles exiting these driveways, without reducing the number of on street parking spaces.” |

Proposed No Stopping At All Times Restrictions - 90 Dowse Drive (17/1896) |

Speaking under public comment, Mr Peter Gunn expressed support for the officer’s recommendation. Mr Gunn read out a statement, on behalf of Mrs Taylor, who supported the officer’s recommendation. Mr Gunn said that over time a number of properties in Dowse Drive had become rental properties, many with multiple residences within one property. This had added to the number of vehicles parked in the road and they were often unable to exit or enter the driveway safely. It was fine when no cars were parking, but it was a tight corner with visibility often obscured by parked vehicles. Their priority was the safety aspect. In response to questions from members, Mr Gunn commented that the other options within the officer’s report had received objections, however, he was happy with the officer’s recommendation. Mr Gunn further advised that they were on a bus route and vehicles frequently crossed the centreline, especially when vehicles were going downhill, as they tended to take the corners too quickly. There was an electronic sign further up the road which displayed the speed of passing vehicles. |

The Chair commented that the road was quite wide and she believed the electronic sign had made a difference. |

RECOMMENDED: (Cr Cousins/Cr Sutton) Minute No. TRS 18110 “That the Traffic Subcommittee recommends that Council approves the extension of No Stopping At All Times Restrictions outside Nos. 90 and 90a Dowse Drive, Maungaraki as attached as Appendix 1 to the report. For the reason, the proposed changes will improve the road safety level of service for the residents of No’s 90 and 90a Dowse Drive with no loss of on-street parking.” |

Proposed No Stopping At All Times Restrictions - Udy Street (17/1897) |

Speaking under public comment, Mr Gordon Hays of Petone Working Men’s Club (the Club) said that the area outside the Club was an accident site. Mr Hays commented that if car parks were taken away, he believed there was enough room on the other side of the road for additional car parks. |

Members noted that the Petone Community Board had endorsed the recommendation at its meeting held on 7 February 2018.

RECOMMENDED: (Cr Lewis/Cr Sutton) Minute No. TRS 18111 “That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Udy Street, Petone as shown attached as Appendix 1 to the report. For the reason, the proposed changes will improve the sight distance for vehicles exiting the Working Men’s Club without the reducing the number of vehicles that can park on street.” |

Lincoln Avenue - Proposed No Stopping At All Times Restrictions (17/1904) |

RECOMMENDED: (Cr Edwards/Cr Bridson) Minute No. TRS 18112 “That the Traffic Subcommittee recommends that Council approves the installation of the proposed No Stopping At All Times Restrictions in Lincoln Avenue, Epuni as shown attached as Appendix 1 to the report, to end after the driveway of No. 784 High Street. To ensure adequate carriageway width for two-way traffic in the vicinity of the intersection, retaining two parking spaces outside No. 7 Lincoln Avenue. For the reason, the proposed changes will improve accessibility to Lincoln Avenue and road safety in the vicinity of the intersection with High Street and retain two parking spaces.” |

Cr Edwards, regarding the matter, advised that he had held a public meeting with 15-20 residents. He advised that a consensus had been agreed with a compromise to keep as many car parks as possible. |

RECOMMENDED: (Cr Edwards/Cr Lewis) Minute No. TRS 18113 “That the Traffic Subcommittee recommends that Council: (i) approve the installation of No Stopping At All Times Restrictions in Marina Grove , Lower Hutt as shown attached as Appendix 1 to the report; and (ii) approve the modification of the P120 Parking Restrictions to apply from Monday to Friday only in Marina Grove, Lower Hutt as shown attached as Appendix 1 to the report. For the reasons: ̵ that it will ensure adequate carriageway width for two way traffic along the sharp bend at the entrance to the street; and ̵ to increase the availability of unrestricted parking spaces for residents and their visitors during the weekends.” |

RECOMMENDED: (Cr Lewis/Cr Cousins) Minute No. TRS 18114 “That the Traffic Subcommittee recommends that Council approve the installation of No Stopping At All Times Restrictions in Poole Street, Taita as shown attached as Appendix 1 to the report. For the reasons: ̵ the proposal would reduce the likelihood of drivers parking in unsuitable locations along the street and improve road safety and accessibility in the area; and ̵ the proposal would promote compliance with the Land Transport (Road User) Rule 2004.” |

RECOMMENDED: (Cr Sutton/Cr Lewis) Minute No. TRS 18115 “That the Traffic Subcommittee recommends that Council: (i) resolve the No Stopping At All Times Restrictions in Holborn Drive, Stokes Valley as shown attached as Appendix 1 to the report; (ii) resolve the No Stopping At All Times Restrictions in Holborn Drive, Stokes Valley as shown attached as Appendix 2 to the report; and (iii) resolve the No Stopping At All Times Restrictions in Holborn Drive, Stokes Valley as shown attached as Appendix 3 to the report; For the reasons: ̵ the parking restrictions improve the level of service for accessibility and road safety; and ̵ that existing parking restrictions need to be formally resolved by Council so they can be legally enforced.” |

For the reason, that parking restrictions need to be formally resolved by Council so they can be legally enforced.” |

For the reason, that there are limited parking options for parents and caregivers dropping off/picking up children at the childcare centre.” |

Collingwood Street - Proposed No Stopping At All Times Restrictions (18/9) |

Speaking under public comment, Mr Chris Turner expressed support for the officer’s recommendation. Mr Turner advised members that vehicles were usually parked where the yellow lines were shown on the plan attached to the report. Mr Turner and his neighbour had requested the yellow lines to assist to driving out of their driveways. In response to a question from a member, Mr Turner confirmed that his and neighbouring properties had off street parking. His driveway was narrow, there was no room to turn around and there were visibility issues when trying to reverse out of his driveway. |

For the reasons: - the proposed changes will improve the levels of service for accessibility and road safety in the vicinity of the intersection; and - the proposed restrictions will prevent vehicles from parking within the intersection and promote compliance with the Land Transport (Road User) Rule 2004.” |
5. QUESTION
The Chair asked the Traffic Asset Manager if the Australian standards for parking were used by the Council.
The Traffic Asset Manager responded that in New Zealand the majority of standards were either directly from or derived from the Australian standards.
There being no further business, the Chair declared the meeting closed at 3.41pm.
