3.       CONFLICT OF INTEREST DECLARATIONS     

          Cr Lewis declared a conflict of interest in relation to item 8, Proposed Temporary Road Closures and No Stopping Restrictions in Jackson Street for the Hutt News Petone Rotary Fair and took no part in discussion or voting on the matter.

Proposed Temporary Road Closure - Coast Road, Wainuiomata - Wellington Triumph Sports Car Club Street Sprints (17/1425)

Report No. TRC2017/4/238 by the Senior Traffic Engineer

 

The Senior Traffic Engineer elaborated on the report.   

In response to questions from members, the Senior Traffic Engineer noted all statutory requirements regarding this road closure had been met.  He said the portion of the road to be closed was sealed.  He advised organisers were expecting approximately 50 participants.

Coast Road from the East Harbour Bridge south to the end of the seal on Sunday 15 October 2017, from 8:30am to 4:00pm.”

Proposed Temporary Road Closures and Proposed No Stopping Restrictions - Port Road, Seaview (17/1426)

The Senior Traffic Engineer elaborated on the report.

In response to a question from a member, the Senior Traffic Engineer advised officers were comfortable with safety management arrangements for these events.

“That the Subcommittee:

(i)    agrees to approve the following proposed temporary road closures, subject to the conditions listed in the Proposed Temporary Road Closure Impact Reports attached as Appendices 1 and 3 to this report:

 

a)    Hutt Valley Motorsport Club Car Sprints

i.          Port Road from a point 100 metres south of Toop Street to a  point 500 metres north of Barnes Street;

ii.         Barnes Street from Port Road to a point 100 metres east of Meachen Street;

iii.        Toop Street from Port Road to a point 100 metres east of Port Road;

iv.        All of Meachen Street, and

v.         Meachen Street Service Lane

on Sunday 22 October 2017 and on Sunday 21 January 2018 from 7:00am to 6:00pm;

 

b)         Cam County Inc. Port Road Drags

            i.      Port Road from the west side of the intersection with Marchbanks Street           to a point 300 metres north of Barnes Street; and

            ii.     Toop Street from Port Road to Marchbanks Street,

on Sunday 26 November 2017 from 6:00am to 6:00pm.

If the event is postponed due to bad weather, it will be held on Sunday 3 December 2017;

(ii)     agrees to rescind, for the Hutt Valley Motorsport Club Incorporated Car Sprints, the existing parking restrictions as follows:

a)    Port Road – both sides, from a point 100 metres south of Toop Street to a point 500 metres north of Barnes Street;

b)    Barnes Street – both sides, from Port Road to a point 100 metres    east of Meachen Street;

c)    Toop Street – both sides, from Port Road to a point 100 metres east of Port Road;

d)    Meachen Street – both sides for its entire length;

e)    Meachen Street Service Lane – both sides for its entire length; and

f)     Barnes Street / Meachen Street Service Lane – both sides for its entire length;

On Sunday 22 October 2017 and on Sunday 21 January 2018 from 7:00am to 6:00pm; and

 

(iii)    agrees to impose the following restrictions, for the Hutt Valley Motorsport Club Incorporated Car Sprints, on Sunday 22 October 2017 and Sunday 21 January 2018:

a)    Port Road – both sides, from a point 100 metres south of Toop Street to             a point 500 metres north of Barnes Street;

       No Stopping 7am to 6pm;

b)    Barnes Street – both sides, from Port Road to a point 100 metres east of Meachen Street;

       No Stopping 7am to 6pm;

c)    Toop Street – both sides, from Port Road to a point 100 metres east of Port Road;

       No Stopping 7am to 6pm;

d)    Meachen Street – both sides for its entire length;    

       No Stopping 7am to 6pm;

e)    Meachen Street Service Lane – both sides for its entire length;

       No Stopping 7am to 6pm; and

f)     Barnes Street / Meachen Street Service Lane – both  sides for its entire length;

       No Stopping 7am to 6pm.”

Proposed Temporary Road Closure - Riverbank Carpark - Firefly Cinemas Halloween Event (17/1427)

Report No. TRC2017/4/240 by the Senior Traffic Engineer

 

The City Events Coordinator elaborated on the report.

In response to questions from members, the City Events Coordinator said he was satisfied that all legal requirements for this event had been met.  He noted the event had a low cost entry with no profit to the organisers.

“That the Subcommittee agrees to approve the following proposed temporary road closure for the period from 3:00pm to 11:00pm on Thursday 26 October 2017, from 4:30pm to 11:00pm on Friday 27 October 2017, and from 4:30pm to 11:00pm on Saturday 28 October 2017, subject to the conditions listed in the Proposed Temporary Road Closure Impact Report attached as Appendix 1 to the report:

Riverside Carpark for Firefly Cinemas Halloween Event;

from the Queens Drive car park entrance south for 245 metres.”

Proposed Temporary Road Closure - Dowse Square Christmas Festival 2017 (17/1432)

The City Events Coordinator elaborated on the report.

“That the Subcommittee:

(i)      agrees to approve the following proposed temporary road closure for the period 6:00am to 10:30pm on Saturday 16 December 2017, subject to the conditions listed in the Proposed Temporary Road Closure Impact Report attached as Appendix 1 to the report:

Laings Road from Knights Road to Myrtle Street;

(ii)     agrees to temporarily rescind, for the Dowse Square Christmas Festival,  all current parking restrictions applying to:

            Laings Road from Knights Road to Myrtle Street - both sides;

            From 6:00am to 10:30pm on Saturday 16 December 2017; and

(iii)       agrees to impose the following restrictions for the Dowse Square         Christmas Festival:

             Laings Road from Knights Road to Myrtle Street - both sides;

            No Stopping 6:00am to 10:30pm on Saturday 16 December 2017.”

Proposed Temporary Road Closures and No Stopping Restrictions in Jackson Street for The Hutt News Petone Rotary Fair (17/1433)

Report No. TRC2017/4/242 by the Senior Traffic Engineer

 

Cr Lewis declared a conflict of interest and took no part in voting or discussion on the matter.

The Senior Traffic Engineer elaborated on the report.  He highlighted the small amount of consultation feedback.

The Traffic Asset Manager considered the amount of feedback seemed minor given the significance of the event.  He advised that Petone Rotary had placed an advertisement in the Hutt News which provided an opportunity for feedback and allowed one week for responses.

In response to questions from members, the Traffic Asset Manager considered full written stakeholder consultation was not conducted.  He noted officers were committed to working more extensively with Petone Rotary in 2018, to ensure specific consultation requirements were met for the 2019 Petone Rotary Fair.

In response to questions from members, the Senior Traffic Engineer noted guidance provided from officers for Petone Rotary to provide written proof of their consultation with the public and business owners.  He advised officers supported the recommendations contained in the report.

“That the Subcommittee:

(i)      agrees to approve the following temporary road closures for the Hutt News Petone Rotary Fair 2018, subject to the conditions listed in the Proposed Temporary Road Closure Impact Report attached as Appendix 1 to this report:

a)    Jackson Street from Victoria Street to Cuba Street;

 

b)    Elizabeth Street from Jackson Street northwards for 50 metres;

 

c)    Buick Street from Elizabeth Street to Adelaide Street; and

 

d)    Victoria Street from Jackson Street southwards for 22 metres,

on Saturday 17 February 2018 from 6:00am to 6:00pm;

 

(ii)     agrees, for the annual Hutt News Petone Rotary Fair 2018, to temporarily rescind    for the period 6:00am to 6:00pm on Saturday 17 February 2018 all current parking restrictions applying to:

a)    Jackson Street – both sides, from Victoria Street to Cuba Street;

b)    Elizabeth Street – both sides, from Jackson Street northwards for 50 metres;

c)    Buick Street – both sides, from Elizabeth Street to Adelaide Street; and

d)    Victoria Street – both sides, from Jackson Street southwards for 22 metres;

 

(iii)    agrees to impose the following restrictions, for the Hutt News Petone Rotary Fair 2018, for Saturday 17 February 2018:

a)    Jackson Street – both sides, from Victoria Street to Cuba Street –

       No Stopping 6:00am to 6:00pm;

b)    Elizabeth Street – both sides, from Jackson Street northwards for 50 metres –

       No Stopping 6:00am to 6:00pm;

c)    Buick Street – both sides, from Elizabeth Street to Adelaide Street -

       No Stopping 6:00am to 6:00pm;

d)    Victoria Street – both sides, from Jackson Street southwards for 22 metres -

       No Stopping 6:00am to 6:00pm; and

(iv)    asks officers to begin the consultation process earlier for the 2019 Hutt News Petone Rotary Fair, to ensure full stakeholder consultation requirements are met for businesses and residences on Jackson Street, Petone.”
