The Traffic Subcommittee will meet on a six weekly basis.

PURPOSE

The Traffic Subcommittee has primary responsibility for considering and making recommendations to Council on traffic matters and consider any traffic matters referred to it by Council.

 

For the avoidance of doubt, “traffic” includes parking and excludes temporary road closures under clause 11(e) of the Tenth Schedule of the LGA 1974 and the Transport (Vehicular Traffic Road Closure) Regulations 1965.

 

 

TERMS OF REFERENCE:

 

The Traffic Subcommittee will have authority to:

 

1.0       Do all things necessary to hear, consider and make recommendations to Council on any traffic

related matter.

 

1.1     Hearing of submissions on cycling matters and make recommendations to Council, via the City Development Committee.

 

1.2     Regulate its own processes and proceedings to achieve its purpose and objective.

 

1.3     Provide options for the consideration of Council

 

 

The Chair will have authority to:

 

1.4     Refer any traffic/cycling matter to:

1.4.1       A Community Board/Community Committee; or

1.4.2       The Policy and Regulatory Committee; or

1.4.3       The City Development Committee; or

1.4.4       Council.

Randwick Road, Moera - Proposed P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions

 

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions for a Pick Up/Drop Off Zone in Randwick Road, Moera as attached as Attachment 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council:

(i)         approves the installation of P15 Parking At All Times in Randwick Road, Moera, as shown in Attachment 1 to the report;

(ii)        approves the installation of No Parking On Grass Restrictions in Randwick Road, Moera, as shown in Attachment 1 to the report; and

(iii)       approves the installation of No Stopping At All Times Restrictions in Randwick Road, Moera as shown in Attachment 1 attached to the report.

 

 

Background

2.         At its meeting on 2 November 2015, the Petone Community Board (the Board) agreed to issuing a lease to the Sola Power Throwing Academy for the property managed as a reserve on the corner of Whites Line East and Randwick Road.

3.         The Board also requested that officers investigate a drop off zone on the same corner and report back to the Board.

4.         Officers investigated the site and on 11 April 2016, at the Petone Community Board meeting , recommended the installation of P15 Parking, No Parking on Grass and No Stopping At All Times Restrictions.

5.         The Petone Community Board resolved to endorse the recommendation contained in the report.

6.         The recommendation was not immediately forwarded to the Traffic Subcommittee for its consideration as residents in the area challenged the non-notified resource consent given to the Sola Power Throwing Academy.

7.         The resource consent was subsequently checked and confirmed by Hutt City Council officers.

8.         In 2017, Hutt City Council’s Parks and Gardens Divisional Manager made  a request to reconsider the parking situation in the area.

9.         The concern expressed was that at times vehicles stop on the carriageway in the vicinity of the site to drop off/pick up members of the academy causing a safety hazard for all road users.

10.       The requester also noted that often vehicles park on the grass area in the vicinity of the Sola Power Throwing Academy site causing a safety hazard in the proximity of a high volume intersection.

11.       A report detailing a proposal to introduce a P15 Pick Up/Drop Off Zone, No Parking On Grass and No Stopping At All Times Restrictions was submitted to the Petone Community Board meeting on 3 April 2017.  The proposal is shown in Attachment 2 attached to the report.

12.       The Petone Community Board endorsed the recommended proposal on 3 April 2017, and the report was subsequently submitted to the Traffic Subcommittee meeting on 10 April 2017.

13.       At its meeting on 10 April 2017 the Traffic Subcommittee recommended that Council approve the proposal.

14.       The proposal was submitted to the Council meeting on 23 May 2017.

15.       At the meeting on 23 May 2017 Council referred the proposal back to Council officers for a full review of traffic matters, in light of additional information that had been received after the Traffic Subcommittee’s meeting on 10 April 2017.

16.       That additional information was from a member of the public speaking under public comment at the 23 May 2017 meeting, who believed that there were issues with the area relating to non-compliance with its resource consent.

17.       A letter (dated 15 May 2017) was subsequently received from the Chairman of the Automobile Association Wellington District relating to the matter.

18.       The letter urged Council to reconsider the proposal and reduce the proposed parking spaces from three to two and limit the parking to P5 (five minutes restrictions).

19.       The proposal now presented, attached as Attachment 1 to the report, incorporates the reduction in parking spaces from three to two as suggested by the AA.

20.       The proposed time restriction has been retained at P15 rather than P5 suggested by the AA.  Council is reluctant to implement P5 parking across the city as it is difficult to enforce and generally does not result in higher turnover than the P15 restriction.

Discussion

21.       Officers have investigated the site and are proposing the installation of P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions for a Pick Up and Drop Off Zone in Randwick Road, Moera where currently there are no restrictions in place as attached as Attachment 1 to the report.

22.       The proposal is expected to reduce instances of illegal and/or dangerous parking on the grass verge and increase the turnover of the parking which already takes place on Randwick Road.

23.       The proposal has been modified to incorporate the reduction in parking spaces suggested by the AA following the last Council meeting.

Options

24.       The options are:

a.   To leave the parking area unchanged without any restrictions; or

b.   To install the proposed restrictions to provide a pick up/drop off zone and improve safety for the benefit of all road users.

Consultation

25.       As no residents are directly or adversely affected by the proposed changes, no further consultation has been undertaken.

26.       The preceding proposal, attached as Attachment 2 to the report, has previously been endorsed by both the Petone Community Board and the Traffic Subcommittee.

27.       At its meeting on 4 September 2017, the Petone Community Board resolved the following:

“That the Board:

 

(i)         endorses recommendations (i)-(iii) contained in the report; and

 

(ii)        asks officers to report back to the Board  regarding growth of the sport at Sola Power Throwing Academy and the implications on traffic in the area.”

Legal Considerations

28.       These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (amended 20 November 2014).

Financial Considerations

29.       The improvements can be funded from Council’s 2016/2017 signs and road marking budget.

Other Considerations

30.       In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Officers believe that this recommendation falls within the purpose of the local government.  It does this in a way that is cost-effective because if uses standard signs and road markings.

Bracken Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Bracken Street as shown in Appendix 1 attached to this report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Bracken Street as shown in Appendix 1 attached to this report.

 

Background

2.         Council received a request from a resident of Bracken Street to improve accessibility to his property.

3.         The concern expressed is that the current parking bay clearance from the driveway is less than one meter therefore vehicles often encroach his driveway making it difficult to safely exit his property.

4.         The Land Transport (Road User) Rule 2004 states that a driver or person in charge of a vehicle shall not stop, stand or park the vehicle alongside any part of the kerb crossing provided for a driveway or within 1 meter of each side of the prolongation of the driveway.

Discussion

5.         The installation of No Stopping At All Times Restrictions as proposed will ensure that the minimum clearance from driveways in accordance to the Land Transport (Road User) Rule 2004 is met therefore improving accessibility to the private property.

Options

6.         The options are:

i.    To leave the area as it is with the current restrictions and accept that the accessibility issue will remain or,

ii.   To install the proposed changes and ensure vehicles do not encroach the private driveway therefore resolving this accessibility issue.

Consultation

7.         A plan of the proposal and a petition form were forwarded to Chris Dickey, resident of Nº 18 Bracken Street, who consulted the directly affected properties at Nºs 1-2/14, 1-2/15, 16 and 17 Bracken Street.

·    All six consulted residents support the proposal.

8.         At its meeting on 4 September 2017, the Petone Community Board endorsed the recommendation contained in the report.

Legal Considerations

9.         These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

10.       These changes can be funded from Council’s 2017/2018 road marking budget.

Hutt Road (144) - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Hutt Road attached as Attachment 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions adjacent to the pedestrian crossing outside Nº 144 Hutt Road attached as Attachment 1 to the report.

 

Background

2.         Council received multiple requests to improve safety at the pedestrian crossing outside Nº 144 Hutt Road.

3.         The concern expressed is that vehicles parked adjacent to the crossing obstruct drivers’ visibility to pedestrians intending to use the crossing therefore creating a safety hazard for all road users.

4.         The requester also notes that there have been many crashes in the vicinity of the crossing and there are several near misses on a daily basis.

5.         Council officers investigated the list of accidents recorded into NZTA’s Crash Analysis System for the last 10 years in the vicinity of the pedestrian crossing, from Udy Street to Nicholls Avenue (PVT).

·    There were 22 recorded crashes, from which four were directly influenced by activity in the crossing where vehicles had to suddenly stop.

̵  All four accidents were “nose to tail” on the northbound approach to the crossing.

§ Three did not result in any injuries and one resulted in a minor injury.

Discussion

6.         The installation of No Stopping At All Times Restrictions as proposed will improve the lines of clear sight between northbound drivers approaching the pedestrian crossing and pedestrians intending to use the crossing therefore reducing the safety hazard while removing one unrestricted parking space.

7.         Officers also considered the removal of both parking spaces adjacent to the pedestrian crossing but, as the removal of one car park ensures that the recommended distance for lines of clear sight between northbound drivers and pedestrians is met according to the appropriate standard and due to the high parking demand in the area, it is not necessary to remove the second parking space. 

Options

8.         The options are:

i.    To leave the area as it is without any restrictions and accept that the safety hazard will remain;

ii.   To install the proposed changes, removing one parking space adjacent to the pedestrian crossing, therefore reducing the safety hazard or;

iii.  To install No Stopping At All Times Restrictions across both parking spaces adjacent to the pedestrian crossing to further reduce the safety hazard.

Consultation

9.         A Council officer consulted the directly affected businesses at Nºs 140, 144, 148 and 150 Hutt Road.

·    All the consulted businesses signed a petition in support of the proposal.

10.       At its meeting on 4 September 2017, the Petone Community Board endorsed the recommendation contained in the report.

Legal Considerations

11.       These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

12.       These changes can be funded from Council’s 2017/2018 road markings budget.

Other Considerations

13.       In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Officers believe that this recommendation falls within the purpose of the local government in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it utilises standard road markings.

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of P30 Parking Restrictions outside 56 Hutt Road attached as Attachment 1 to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of P30 Parking Restrictions outside 56 Hutt Road attached as Attachment 1 to the report.

 

Background

2.         Yogiji’s Food Mart has recently opened at the property 56 Hutt Road. Following this the owner of Yogiji’s has requested Council to review the single car park outside his business that is currently unrestricted. The car park is regularly filled with commuter or all day parking

Discussion

3.         The installation a P30 Parking Restriction as proposed will provide short term parking in the area therefore improving the level of service for the local business and their customers.

Options

4.         The options are:

a.   To leave the area as it is without any restrictions and accept that short term parking is not provided or,

b.   To install the proposed changes and improve the level of service for the local business and their customers.

Consultation

5.         The resident of 56 Hutt Road and their neighbors at Atkore International, 54 Hutt Road both support the proposal.

6.         As 54 & 56 Hutt Road are the only two directly affect properties, there has been no further consultation.

7.         At its meeting on 4 September 2017, the Petone Community Board endorsed the recommendation contained in the report.

Legal Considerations

8.         These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

9.         These changes can be funded from Council’s 2017/2018 operational budget.

Other Considerations

10.       In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Knights Road - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Knights Road as shown in Attachment 1 attached to this report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Knights Road as shown in Attachment 1 attached.

 

Background

2.         Council received a request from Father Patrick, on behalf of Sts. Peter and Paul Church, to improve the sightline for drivers exiting the church at Nº60 Knights Road.

3.         The concern expressed is that vehicles parked on the parking space closest to the church’s western vehicle access obstruct visibility for drivers exiting the church therefore creating a safety hazard.

4.         Council officers investigated the situation and found that the existing parking space layout is inconsistent and the parking bay lengths vary from 5.8m to 6.4m.

Discussion

5.         The realignment of the existing parking spaces and installation of No Stopping At All Times Restrictions as proposed will improve the sightline for drivers exiting the church while retaining all on-street parks adjacent to the church.

Options

6.         The options are:

i.    To leave the area as it is with the existing restrictions and accept that the safety concern will remain;

ii.   To install the proposed changes and reduce the safety concern (without losing any parking spaces) or;

iii.  To install No Stopping At All Times Restrictions across the parking space closest to the western vehicle access and minimise the safety concern (losing one parking space). 

Consultation

7.         The request was made and is supported by Sts. Peter and Paul Church at Nº60 Knights Road.

8.         As the proposed changes are minor and no residents/businesses are directly affected, no further consultation has been undertaken.

Legal Considerations

9.         These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

10.       These changes can be funded from Council’s 2017/2018 road markings budget.

Other Considerations

Huia Street - Huia Pool Proposed Parking Changes

 

Purpose of Report

1.         The purpose of this report is to seek Council approval for the proposed parking restrictions in Huia Street, Huia Place and Huia Pool’s car parking as shown in Attachment 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council:

(i)         rescinds all parking restrictions in Huia Street and Huia Place between Myrtle Street and Laings Road;

(iv)      approves the installation of P120 At All Times Parking Restrictions in Huia Pool car parking as shown in Attachment 1 attached to the report;

(v)       approves the installation of four Mobility P120 At All Times Restrictions in Huia Pool car parking as shown in Attachment 1 attached to the report;

(vi)      approves the installation of P5 Loading Zone At All Times Restrictions in Huia Pool car parking as shown in Attachment 1 attached to the report;

(vii)     approves the use of three car parks in Huia Pool parking lot as reserved parking for Council Authorised vehicles (Huia Pool Staff) At All Times, as shown in Attachment 1 attached to the report; and

(viii)    approves the installation of No Stopping At All Times Restrictions in Huia Street, Huia Place and Huia Pool car parking as shown in Attachment 1 attached to the report.

 

Background

2.         In the 2014 Annual Plan Council approved capital funding for an extension to the existing Huia Pool complex. The new development includes two new pools, including a Learn to Swim pool and a full access ramp program pool that can meet the needs of customers with high hydrotherapy needs. 

3.         The extension has provided additional onsite parking and a new entry/ exit from the site.

4.         The project has now been completed and the new facility opened in July 2017.

Discussion

5.         The parking restrictions have already been installed in conjunction with the extension to the current Huia Pool complex.

6.         The parking restrictions in Huia Street have not been enforced since the beginning of construction as there has been moderate interruption to the on street parking due to the construction.

7.         Huia Street parking restrictions were originally installed prior to 1989. This report seeks to formally re-approve (legalise) the existing on street parking restrictions for enforcement reasons.

8.         Now that the construction is completed and the on street parking layout is restored, this report seeks to formally approve the restrictions so they can be legally enforced.

Options

9.       The options are:

a.    To approve the proposed restrictions and provide the necessary level of service in the vicinity of the new Huia Pool complex.

b.    To leave the area as it is and accept the unsatisfactory level of service for Huia Pool attendees as the restrictions would be unenforceable.

Consultation

10.       Public consultation was undertaken during the Annual Plan submissions for the capital funding for the extension to the complex.

11.       As there is no adverse effect to the existing on-street parking and additional on-site car parks have been provided to ensure the efficient operation of the new Huia Pool complex, additional public consultation has not been undertaken.

Legal Considerations

12.       These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (amended 20 November 2014).

Financial Considerations

13.       In its 2014 Annual Plan Council approved capital funding for the extension to the current Huia Pool complex, including the necessary parking changes.

Other Considerations

14.       In making this recommendation, officers have given careful consideration to the purpose of local government as defined in Part 2, Section 10 of the Local Government Act 2002. Marina Grove - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Marina Grove as shown in Attachment 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Marina Grove as shown in Attachment 1 attached to the report.

For the reasonthat it ensures adequate carriageway width for all vehicles accessing the grove at all times, including service and emergency vehicles.

 

Background

2.         Council received requests from the Waste Management company, the New Zealand Fire Service and three residents of Marina Grove to improve accessibility along the street.

3.         The concern expressed is that, with vehicles parked on both sides of the street, the effective carriageway width is reduced to a single lane which makes access along the street difficult, especially for service and emergency vehicles.

4.         Officers note that this has been an ongoing issue and Council attempted to previously resolve No Stopping At All Times Restrictions on the north side of Marina Grove in January 1999.

̵  At that time (in 1999), 30 properties were consulted on four options to alleviate the accessibility issue. With 25 (83%) responses, the consultation process showed:

· 11 (44%) properties supported Option 1: No Stopping At All Times on the north side;

· Five (20%) properties supported Option 2: No Stopping At All Times on the south side;

· Five (20%) properties supported Option 3: Paint “L-bars” on either side of the driveways; and

· Four (16%) properties supported Option 4: Do nothing.

̵  This consultation showed that 64% of the responses supported No Stopping At All Times Restrictions along one entire side of the road, however the responses were divided over which side that should be.

5.         The situation was investigated again in October 2010, and 42 properties were consulted on two options to alleviate the accessibility issues during school pick up/drop off times.

̵  With 23 (55%) responses, the consultation process showed:

· Six (26%) properties supported Option 1: P5 parking restrictions on school days only between 8:15-8:45am and 2:45-3:15pm on the southeastern side of Marina Grove, P120 on the southwestern side, and No Stopping on the entire north side of the street between 8:15-8:45am and 2:45-3:15pm on school days only;

· 11 (48%) properties supported Option 2: P5 parking restrictions on school days only between 8:15-8:45am and 2:45-3:15pm on the southeastern side of Marina Grove, P120 on the southwestern side, and No Stopping on the entire north side of the street between 8:00am to 5:00pm on school days only;

· Six (26%) properties objected to the proposal.

̵  No recommendation was made to Council as a result of this consultation.

6.         Officers also note that there are ongoing accessibility issues for the Waste Management trucks in Marina Grove.

̵  In the last five years, Council received 10 enquiries on different occasions where rubbish or recycling was not collected along Marina Grove because trucks could not access the street.

7.         There is anecdotal evidence that parking in the street is used by students, school staff and parents/caregivers who drop off and pick up children to the local schools.

̵  There are currently 21 short term parking spaces along Kings Crescent, south of the intersection with Marina Grove, dedicated for school pick- ups/drop offs.

Discussion

8.         The installation of No Stopping At All Times Restrictions as proposed will ensure adequate carriageway width for all vehicles accessing the street at all times, including emergency and service vehicles, while retaining a combination of long term and unrestricted parks.

9.         As a consequence of the feedback received from the consultation process, the initial proposal was modified to also remove the P120 parking space outside Nº6 Marina Grove.

10.       This proposal will require the removal of 17 car parks in Marina Grove. These are comprised of eight unrestricted car parks and nine P120 car parks.

Options

11.       The options are:

i.    To leave the area as it is with the current restrictions and accept that the accessibility issue will remain or,

 

ii.   To install the proposed changes to improve access through the street, principally for service and emergency vehicles.

Consultation

12.       Consultation documents were delivered to the 52 directly affected properties from Nºs 2 to 30 and Nºs 3 to 29A Marina Grove, Nºs 72 and 80 Kings Cres and Nº 183 Waterloo Road.

·    31 (60%) questionnaires were returned.

 

̵  21 (68%) in support of the proposal.

 

̵  One (3%) did not specify their position.

 

̵  Nine (29%) objected to the proposal.

 

§ The reason given by the objectors were:

 

̵  We would support changes to the north side of the road but the street has a real problem with workers parking on the street. Some restrictions on the south side during work hours would be appreciated.

 

̵  It leaves very little car parking for residents and their visitors wanting to park for longer than 120 minutes. I would support residents parking only.

 

̵  By doing this, it will fuel the demand and use of on-street parking by people who work and commute to Lower Hutt.

 

̵  Major current problem is parents picking up and dropping off children during school start/finish times, all other times the current layout works well.

 

̵  No parking would be on our side of the street so we would not have access/parking for our visitors.

 

̵  The sacrifice of parking doesn’t warrant the changes. The only issue we see that needs addressing is the dangerous parking space on the bend outside Nº 6 Marina Grove which needs to be removed as it forces vehicles to cross the centreline into oncoming traffic.

 

̵  While we do not support the proposed changes, we do agree that the present arrangement must be changed urgently as they are both unsatisfactory for residents and potentially dangerous for all traffic.

 

̵  We believe that for the street to operate safely it is essential that parking be restricted to only one side and it must be further restricted to residents and their visitors.

 

̵  There are numerous driveways that easily allow for cars to move to the kerb and wait their turn. This is nothing unique. There are hundreds of streets where this behavior is the norm throughout the region. Also Marina Grove is a cul-de-sac and not an arterial route, and people expect reduced accessibility because of that.

 

§ Officers’ responses:

 

̵  On-street parking is a public asset managed by Council and all public members have the same right to use it. It is Council’s responsibility to manage this asset in a way that coordinates both long and short term parking demands.

 

̵  The latest two incidents in June 2017 happened at 1:18pm and 4:55pm, both outside of school start/finish times confirming there is an accessibility issue due to the current parking layout.

 

̵  Council does not currently have a residents’ parking scheme. The Parking Policy is currently under review, and may include the introduction of a resident’s parking scheme. 

 

 

·    Council also received eight additional submissions against the proposal.

̵  Two duplicates from a property of Marina Grove, and

̵  Six from properties which are not located in the vicinity of the proposal.

Legal Considerations

13.       These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

Purpose of Report

1.         The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Copeland Street as shown in Attachment 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Copeland Street as shown in Attachment 1 attached to this report.

 

Background

2.         Council received two requests from a resident of Copeland Street to improve visibility for drivers exiting his property at Nº41A.

3.         The concern expressed is that parked vehicles encroach on the property’s driveway, obstruct drivers’ visibility and force drivers exiting the property to cross the centreline into oncoming traffic therefore causing a safety concern.

Discussion

4.         The installation of No Stopping At All Times Restrictions as proposed will improve visibility for drivers exiting the properties at Nºs 41 and 41A Copeland Street therefore reducing the safety concern.

5.         The proposed changes will consequently remove one undersized, unrestricted, parking space in the area.

Options

6.         The options are:

i.    To leave the area as it is without any restrictions and accept that the safety concern will remain or,

ii.   To install the proposed changes and improve visibility for drivers exiting the properties at Nºs 41 and 41A Copeland Street therefore improving safety for the benefit of all road users.

Consultation

7.         A plan of the proposal and a petition form were forwarded to the resident of Nº 41A Copeland Street, who consulted the six directly affected properties from Nºs 39 to 43 and Nºs 38, 40 and 1/40 Copeland Street.

i.    The resident and all six consulted residents support the proposal.

Legal Considerations

8.         These restrictions are made pursuant to the provisions of Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

9.         These changes can be funded from Council’s 2017/2018 operational budget.

2.         Council received a request from a resident of Kerkwall Drive to improve accessibility to Kerkwall Drive Loop (PVT).

3.         The concern expressed is that vehicles at times park encroaching on the entrance to the private road therefore reducing accessibility for some residents.

Discussion

4.         The installation of No Stopping At All Times Restrictions as proposed will ensure unobstructed access to the private road at all times therefore improving the level of service for residents of Kerkwall Drive Loop (PVT).

Options

5.         The options are:

i.    To leave the area as it is without any restrictions and accept the unsatisfactory level of service for these residents will remain or,

ii.   To install the proposed changes and improve the level of service for residents of Kerkwall Drive Loop (PVT).

Consultation

6.         Consultation documents were delivered to the 18 directly affected properties from Nºs 17 to 43 Kerkwall Drive and Nºs 30 to 48 Kerkwall Drive.

·    Nine (50%) questionnaires were returned.

 

̵  Eight (89%) in support of the proposal.

 

̵  One (11%) objects to the proposal.

 

§ The reasons given by the objector were:

 

̵  We have never seen vehicles park on the corner and occasionally, when people park on the bend, they mostly park partially on the footpath and it is only for a short time. There is no need to make it a No Stopping At All Times; most people are thoughtful of others.

 

§ Officers’ response:

 

̵ Incidences of vehicles being parked partially on the footpath confirm that it is an inappropriate parking location. The installation of the proposed restrictions would prevent vehicles parking illegally on the footpath.

7.         These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Background

2.         Following the start of the Walter Nash Centre construction in July 2015, Council received several requests to improve parking turnover along Taine Street in the vicinity of the Taita Shopping Area.

3.         The concern expressed is that due to the high parking demand in the area, Walter Nash Centre attendees use any available parking spaces, including short term parks, therefore leaving no parks available for local businesses’ customers.

Discussion

4.         The P15 At All Times Parking Restrictions have already been physically installed (December 2015) to provide an improved level of service for the local businesses and their customers, however there is no record of Council resolution for these restrictions.

5.         This report seeks to formally approve these restrictions so they can be legally enforced.

Options

6.         The options are:

i.    To reinstate the original P60 Parking Restrictions and accept that the unsatisfactory level of service for the local businesses and their customers will remain or;

ii.   To approve, retain and legalise the P15 At All Times Parking Restrictions and improve the level of service for local businesses and their customers.

Consultation

7.         A Council officer consulted the five directly affected businesses at Nºs 12, 14, 16, 18 and 20 Taine St.

·    All the consulted businesses support the proposal.

2.         Council received a request from Lucy Knowles, Hutt City Council Community Facilitator, on behalf of Walter Nash Centre to provide mobility parks in the vicinity of centre.

3.         The concerns expressed are that there is a high parking demand in the area and there is not enough parking spaces allocated for mobility impaired individuals.

4.         The requester also notes that numerous senior and special needs groups have organised gatherings at Walter Nash Centre and many mobility card holders do not attend the facility when there isn’t a parking space available in the proximity of the Centre’s entrance.

Discussion

5.         The Mobility Park Restriction on the western side of Walter Nash Centre has already been installed to provide an allocated parking space for mobility impaired individuals.

6.         The No Stopping At All Times Restrictions around the island in front of Walter Nash Centre has also already been installed to ensure unobstructed traffic flow as the kerb layout was significantly changed.

7.         This report seeks to formally approve these restrictions so they can be legally enforced.

8.         The installation of a second mobility parking restriction as proposed will provide an improved level of service for mobility impaired individuals attending Walter Nash Centre.

Options

9.         The options are:

i.    To leave the area as it is and accept the unsatisfactory level of service for mobility impaired people will remain or,

ii.   To install the proposed changes and improve the level of service for mobility impaired individuals who attend Walter Nash Centre.

Consultation

10.       The request was made and is supported by Lucy Knowles, Hutt City Council Community Facilitator, on behalf of Walter Nash Centre.

11.       Lucy Knowles collected 95 signatures from Walter Nash Centre attendees who support the installation of a second Mobility Park Restriction in the vicinity of the community centre.

12.       As no properties are directly affected by the proposed changes, no further consultation has been undertaken.

Background

2.         Council received a request from a resident of Lord Street to improve safety along the street between Castle Crescent and Manor Drive.

3.         The concern expressed is that at times vehicles park on both sides of the road, along the bend and on the approach to a blind crest, reducing the effective carriageway width to one lane and forcing vehicles to cross the centreline into oncoming traffic therefore causing a safety hazard for all road users.

4.         The requester also notes that northbound vehicles are often exceeding the speed limit on this section of road therefore adding to this safety hazard.

Discussion

5.         The installation of No Stopping At All Times Restrictions as proposed will ensure a safer carriageway width for traffic travelling in both directions therefore reducing this safety hazard.

Options

6.         The options are:

i.    To leave the area as is it without any restrictions and accept that this safety hazard will remain;

ii.   To install the parking changes proposed in Section 1 and reduce this safety hazard;

iii.  To install the parking changes proposed in Section 2 and reduce this safety hazard or,

iv.  To install the parking changes proposed in both Section 1 and 2 and further reduce this safety hazard.

Consultation

7.         Consultation documents were delivered to the 15 directly affected properties from Nºs 2 to 16 and Nºs 3 to 19 Lord Street.

8.         The consultation plan allowed residents to support the entire proposal, part of the proposal (either Section 1 or Section 2) or object to all proposed changes.

·    Overall seven (47%) questionnaires were returned.

 

̵  For the proposed changes in Section 1:

 

§ Four (57%) in support of Section 1, and

§ Three (43%) objecting to Section 1.

 

̵  For the proposed changes in Section 2:

 

§ Five (72%) in support of Section 2,

§ One (14%) objecting to Section 2, and

§ One (14%) didn’t specify their position

 

·    The reasons given by the objectors were:

 

̵  Vehicles rarely park between 9 and 13 Lord Street because the bend makes the area unsuitable. We would support No Stopping At All Times Restrictions through to the driveway of 13 Lord Street but no further south as the road frontage at 15 and 17 Lord Street are past the crest on a straight piece of road.

 

̵  As a longtime resident of Lord Street, I can honestly say that parking outside on the road between 7 and 17 Lord Street has never been a problem in the past. The proposed yellow lines are all very well but I strongly suggest you seriously look into placing a speed hump in to slow the traffic down.

 

·    Officers’ response:

 

̵  Allowing vehicles to park on both sides of the road outside Nºs 15 Lord Street would not effectively address the safety hazard created by drivers being forced to cross the center line into oncoming traffic while having limited visibility. 

 

̵  Speed humps and other traffic calming devices should not be placed on road where the longitudinal gradient is 8% or more as it increases the potential for vehicles to lose control when crossing a speed hump. This section of Lord Street has a slope of approximately 15%.

Legal Considerations

9.         These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

10.       These changes can be funded from Council’s 2017/2018 operational budget.

Other Considerations

11.       In making this recommendation, officers have given careful consideration to the purpose of local government in Part 2, Section 10 of the Local Government Act 2002. Officers believe that this recommendation falls within the purpose of the local government as defined in the Act in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it utilises standard road markings.
