Resolved:

4.       MINUTES 

Resolved:

That the minutes of the meeting of the Hutt Valley Services Committee held on 3 March 2017 be confirmed as a true and correct record.

Project Pencarrow Progress Report 30 JANUARY 2017 – 5 APRIL 2017

Report by the Wastewater Contracts Manager, Wellington Water. 

The General Manager, City Infrastructure highlighted paragraph 6 in regards to the discharge of fully treated effluent to the Waiwhetu stream during heavy rain events and when the main outfall pipe is off-line for maintenance. He advised that four options had been included in consultation material. The responses to date highlighted that there was not one standout solution but it had been an interesting exercise.


 

Resolved:

That the Committee notes the progress on Project Pencarrow as outlined in the report.

 

6.

Hutt Valley Trunk Wastewater Services Financial Statements for the Period Ended 31 MARCH 2017

Report by the Financial Accounting Manager, Hutt City Council.

Councillor Carson commented being at the nineth month of year he expected to see a forecast year-end cost and also questionned depcreiation costs. The Financial Accounting Manager agreed to report this in future reports.

Deputy Mayor Bassett enquired about the percentages contained in recommendation 3. The Financial Accounting Manager explained how Hutt City Council accumulated the costs and at the end of each month portionately shared the costs to Upper Hutt City Council which should equate to 31%. He said Council Officers were reviewing and did expect it to revert back to a 31/69 split by the fourth quarter of the financial year.

 

Resolved:

The Committee:

(i)      notes the financial statements for the Hutt Valley Trunk Wastewater Services for the year ended 31 March 2017;

(ii)     notes a net deficit of $8.69 million which is $0.3 million favourable to budget; and

(iii)    notes a share of funding from Upper Hutt City Council of 34% and Hutt City Council of 66% should revert back to a 31/69 split by the fourth quarter of the financial year.


 

7.

Silverstream Landfill Update

Report by the Landfill Consultant, Tonkin and Taylor

 

The General Manager, City Infrastructure noted his dissatisfaction with the number of odour complaints being received, and advised that significant work was being carried out to minimise. Greater Wellington Regional Council’s regulatory staff had also been involved but had not found any  breach of consent conditions.

Councillor Carson commented on a recent article in the Upper Hutt Leader where a resident had dropped off glass for recycling at the landfill to be advised there was no recycling and to drop it in the landfill. Councillor Carson did note that Upper Hutt now had the recycling drop-off point in Park Street but asked why there was no recycling at the landfill. The General Manager, City Infrastructure explained that it was a landfill and not a recycling point. He further added that Hutt City has five recycling stations and a weekly kerbside recycling service and Upper Hutt also provided residents recycling options. He noted the significant cost of a recycling centre at the landfill and advised that residents of both cities were provided with sufficient alternate options.

Councillor Lambert enquired to paragraph 10 to improve gas work collection efficiencies. The General Manager, City Instructure explained there was an agreementwith Pioneer Generation Limited to target zero disconnections of gas wells.

Councillor Lambert asked in relation to paragraph 13 how often the Community Liaison Group changed representatives. The General Manager, City Infrastructure advised there were currently six residents on the group and that the residents selected the representatives.

Mayor Guppy suggested particular attention is paid to the regional waste management discussions that are taking place and what any impact may be on the landfill. The General Manager, City Infrastructure commented he had worked through the Waste Minimisation and Management Plan and any impacts.

That the Committee notes the progress at Silverstream Landfill.

 

8.

aKATarawa Cemetery Update

Report by the Parks and Reserves Manager, Upper Hutt City Council. 

The Chief Executive, UHCC provided an update on the draft Cemetery development report that had been prepared by Synergine Limited. He noted in the Cemetery Update report it advised that a draft would be presented in non public to the next Committee meeting, however this is not the case and it will be a public report. He commented the Sexton had been with Council for 34 years and Council would need to consider succession planning as part of any future development.

Councillor Lambert suggested Synergine Limited be invited to attend the next Committee meeting to answer any questions members may have that Council Officers are unable to address. The Chief Executive commented the main topic of the report was not overly complex which looked at the land available and where expansion could take place and expected Council Officers to be able to respond.

9.

Dog Control Update

Report by the Compliance Services Manager, Upper Hutt City Council

 

The Divisional Manager, Regulatory Services commented that Wellington City Council (WCC) had a tender out for their animal control services which Hutt City Council (HCC) would tender for.

Deputy Mayor Bassett asked for confirmation that this would not affect the service provided to Upper Hutt City Council (UHCC). The Divisional Manager, Regulatory Services advised that HCC had held the contract with WCC for the previous five years which had already proved to be beneficial with sharing of expertise and improvement to customer service. He added that he was in discussions with UHCC and Porirua City Council regarding expanding services across the region.

11.

Health Office Activities Update

Report by the Divisional Manager, Regulatory Services, Hutt City Council. 

The Divisional Manager, Regulatory Services advised HCC had consulted with all current premises regarding the new fees for food control plans with no submissions received to date. Council Officers had taken a number of phone enquiries seeking clarification. The new fees would be confirmed by HCC on 8 June. The Divisional Manager, Regulatory Services explained the new fee structure to the Committee and the role of Council Officers in the process.

The Divisional Manager, Regulatory Services highlighted the number of Land Information Memorandums/Project Information Memorandums/Building Consents processed had been the highest to date.

Councillor Lambert asked if Kaitoke Regional Park had been one of the camping grounds inspected. The Divisional Manager, Regulatory Services agreed to find out.

Councillor Carson noted in the noise control table the number of complaints received that there was no number for Upper Hutt. The Divisional Manager, Regulatory Services explained that Hutt City Council had a 30 minute standdown and only attended after a second call was received where in Upper Hutt every complaint. The number of noise complaints for Upper Hutt was 207 in total.

Councillor Carson enquired to the bylaw complaints and what they were. The Divisional Manager, Regulatory Services agreed to provide more detail in future reports.

Councillor Carson noted the noise complaint related to the firewood activity in Jupiter Grove. The Divisional Manager, Regulatory Services commented Council Officers had been working with the operator to seek the best pratical solution.
