Holyoake Crescent - Proposed Mobility Park and No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of a Mobility Park and associated No Stopping At All Times Restrictions in Holyoake Crescent as shown in Appendix 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council:

(i)      approves the installation of a Mobility Park Restriction in Holyoake Crescent, Avalon as shown in Appendix 1 attached to the report; and

(ii)     approves the installation of No Stopping At All Times Restrictions in Holyoake Crescent, Avalon as shown in Appendix 1 attached to the report.

 

Background

2.    Council received a request from a resident of Holyoake Crescent to provide a Mobility Park in the area.

3.    The resident states that she has no off street parking and, at times, there are no parks available in the proximity of her property. As her son has limited mobility, even a short walk can be difficult.

Discussion

4.    The installation of a Mobility Park and associated No Stopping At All Times Restrictions as proposed will provide improved level of service for this resident.

Options

5.    The options are:

a)    To leave the area as it is without any restrictions and accept that no mobility parks are provided in the area or,

b)    To install to install the proposed changes and improve the level of service for this resident.

Consultation

6.    A plan of the proposal and a petition form was forwarded to the resident requesting the Mobility Park in the area, who consulted the directly affected properties at 18, 20A, 22, 25, 27, 29, 31 and 37 Holyoake Crescent.

·      The requestor and all eight consulted residents support the proposal.

Legal Considerations

7.    This restriction is made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

8.    These changes can be funded from Council’s 2016/2017 signs and markings budget.

Other Considerations

9.    In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002.  Officers believe that this recommendation falls within the purpose of the local government. It does this in a way that is cost-effective because it utilises standard road markings and signs.
