The Traffic Subcommittee will meet on a six weekly basis.

PURPOSE

The Traffic Subcommittee has primary responsibility for considering and making recommendations to Council on traffic matters and consider any traffic matters referred to it by Council.

For the avoidance of doubt, “traffic” includes parking and excludes temporary road closures under clause 11(e) of the Tenth Schedule of the LGA 1974 and the Transport (Vehicular Traffic Road Closure) Regulations 1965.

TERMS OF REFERENCE:

The Traffic Subcommittee will have authority to:

1.0       Do all things necessary to hear, consider and make recommendations to Council on any traffic related matter.

1.1        Regulate its own processes and proceedings to achieve its purpose and objective.

1.2        Provide options for the consideration of Council.

The Chair will have authority to:

1.3        Refer any traffic matter to:

            1.3.1     A Community Board; or

            1.3.2     The Policy and Regulatory Committee; or

            1.3.3     Council.

DELEGATED AUTHORITY:

The Traffic Subcommittee will have delegated authority to carry out activities

Korokoro Road - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Korokoro Road as shown in Appendix 1 attached to the report.

Recommendation

That the Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Korokoro Road, Korokoro as shown in Appendix 1 attached to the report.

 

Background

2.    Council received a request from a group of residents of Korokoro to improve road safety in the vicinity of 6 – 10 Korokoro Road.

3.    The concern expressed is that parked vehicles on the north side of the street overhang into the carriageway forcing traffic to cross the centreline on the approach to a sharp/blind bend therefore causing a safety hazard.

4.    The residents also note that as there are no existing footpaths in the area, at times people walk on the carriageway further compromising safety. 

Discussion

5.    The installation of No Stopping At All Times Restrictions as proposed will ensure safe carriageway width for traffic to travel in both directions.

6.    Council will also carry out minor widening of the carriageway at this location to improve pedestrian safety.

Options

7.    The options are:

i.     To leave the area as it is without any restrictions and accept the safety hazard will remain or,

ii.    To install the proposed improvements and reduce the safety hazard.

Consultation

8.    Consultation documents were delivered to the six directly affected properties from 6 to 16 Korokoro Road.

·      No questionnaires were returned.

 

9.    As this is considered a safety hazard, no further consultation has been undertaken.

10.  At its meeting held on 3 April 2017, the Petone Community Board resolved the following:-

       RESOLVED:                                                       Minute No. PCB 17202

“That the Petone Community Board requests that the Traffic Subcommittee:

 

(i)         asks officers to report back on the engineering possibility of widening the relevant part of Korokoro Road; and

(ii)        asks officers to undertake a speed limit report for Korokoro Road.”

Legal Considerations

11.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

12.  These changes can be funded from Council’s 2016/2017 road markings budget.

Other Considerations

13.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002.  Officers believe that this recommendation falls within the purpose of the local government in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it utilises standard road markings.

Randwick Road, Moera - Proposed P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions for a Pick Up/Drop Off Zone in Randwick Road, Moera as attached as Appendix 1 to the report.

Recommendation

That the Subcommittee recommends that Council:

 

(i)    approves the installation of P15 Parking At All Times in Randwick Road, Moera as shown in Appendix 1 to the report;

(ii)   approves the installation of No Parking On Grass Restrictions in Randwick Road, Moera as shown in Appendix 1 attached to the report; and

(iii)  approves the installation of No Stopping At All Times Restrictions as shown in Appendix 1 attached to the report.

 

Background

2.    At its meeting on the 10 November 2015, the Petone Community Board agreed to the issuing of a lease to the Sola Power Throwing Academy for the property managed as a reserve on the corner of Whites Line East and Randwick Road.

3.    The Board also requested that officers investigate a drop off zone on the same corner and report back to the Board.

4.    Officers investigated the site and on 11 April 2016, at the Petone Community Board meeting, recommended the installation of P15 Parking and No Stopping At All Times Restrictions as shown in Appendix 2.

5.    The previous Petone Community Board resolved to endorse the recommendation contained in the report as shown in Appendix 2 attached.

6.    The recommendation was not forwarded to the Traffic Subcommittee for its consideration as residents of the area challenged the non-notified resource consent given to the Sola Power Throwing Academy.

7.    The resource consent was checked and confirmed by Hutt City Council officers.

8.    In 2017, Hutt City Council’s Parks and Gardens Divisional Manager made a request to reconsider the parking situation in the area.

9.    The concern expressed is that at times vehicles stop on the carriageway in the vicinity of the site to drop off/pick up members of the academy causing a safety hazard for all road users. 

10.  The requester also notes that often vehicles park on the grass area in the vicinity of the Solar Power Throwing Academy site also causing a safety hazard in the proximity of a high volume intersection.

Discussion

11.  Officers investigated the site as requested and are proposing the installation of P15 Parking, No Parking On Grass and No Stopping At All Times Restrictions for a Pick Up and Drop Off Zone in Randwick Road where currently there are no restrictions in place as shown in Appendix 1.

Options

12.  The options are:

a.    To leave the parking area as it is without any restrictions or,

b.    To install the proposed restrictions to provide a pick up/drop off zone and improve safety for the benefit of all road users.

Consultation

13.  As no residents are directly affected by the proposed changes, no further consultation has been undertaken.

14.  At its meeting held on 3 April 2017, the Petone Community Board resolved to endorse the recommendations contained in the report.

Legal Considerations

15.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (amended 20 November 2014).

Financial Considerations

Randwick Crescent (Moera Carpark) - Proposed Mobility Park and No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of a Mobility Park and No Stopping At All Times Restrictions at the Moera Carpark, in Randwick Crescent, Moera as shown in Appendix 1 attached to the report.

Recommendation

That the Subcommittee recommends that Council approves the installation of a Mobility Park and No Stopping At All Times Restrictions at the Moera Carpark, in Randwick Crescent, as shown in Appendix 1 attached to the report.

 

Background

2.    In August 2016, Council installed parking lines in the Moera Carpark to improve parking etiquette and maximise the number of available parking spaces.

3.    Following the changes, Council received a request from the Moera Community House to install a Mobility Park Restriction in the carpark and provide additional parking spaces adjacent to the playground. 

4.    Council officers investigated the area and concluded that according to the Australian/New Zealand Parking Facilities Standard the aisle width is insufficient to provide additional parking spaces adjacent to the playground.

Discussion

5.    The installation of a Mobility Park and No Stopping At All Times Restrictions, as proposed, will improve parking etiquette in the car park and provide a dedicated mobility park in the area.

Options

6.    The options are:

a)      To leave the area as it is without any restrictions and accept the parking issues will remain or,

b)      To install the proposed changes and improve the level of service for visitors to the area.

Consultation

7.    The request was made and is supported by the Moera Community Centre Co-ordinator.

8.    Hutt City Council Reserves Asset Manager was consulted and supports the proposal.

9.    As no properties are directly affected by the proposed changes, no further consultation has been undertaken.

10.  At its meeting held on 3 April 2017, the Petone Community Board resolved to endorse the recommendation contained in the report.

Legal Considerations

The Esplanade (Petone Wharf) - Proposed P120 Parking Restrictions and No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of P120 Parking Restrictions and No Stopping At All Times Restrictions in the Petone Wharf car parking area, on The Esplanade, Petone as shown in Appendix 1 attached to this report.

Recommendations

That the Traffic Subcommittee recommends that Council:

(i)    approves the installation of P120 Parking Restrictions in the Petone Wharf car parking area, on the Esplanade, Petone as shown in Appendix 1 attached to the report; and

(ii)   approves the installation of No Stopping At All Times Restrictions in the Petone Wharf car parking area, on the Esplanade, Petone as shown in Appendix 1 attached to the report.

 

Background

2.    Council has received several requests from members of the public to improve the parking turnover in the vicinity of the Petone Wharf.

3.    The concern expressed is that local workers are parking in the area for the entire day therefore leaving no parks available for recreational visitors.

4.    The Reserves Asset Manager notes that at times vehicles park in front of the beach access ramp obstructing the path for people unloading their boats/kayaks. 

Discussion

5.    The installation of P120 Parking Restrictions as proposed will increase parking turnover in the area therefore improving the level of service for recreational users, both local and Lower Hutt visitors.

6.    The installation of No Stopping At All Times Restrictions as proposed will ensure that the beach access ramp is clear at all times.

Options

7.    The options are:

i.     To leave the area as it is without any restrictions and accept that the low level of service for recreational users will remain or,

ii.    To install the proposed changes and improve the level of service for recreational users.

Consultation

8.    Requests have been made separately by several members of the public to Craig Cottrill, Council’s Reserves Asset Manager, who supports the proposal.

9.    As the area is part of Hutt City Council’s reserve land, no further consultation has been undertaken.

10.  At its meeting held on 3 April 2017, the Petone Community Board resolved to endorse the recommendations contained in the report.

Legal Considerations

11.  These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of a Mobility Park and associated No Stopping At All Times Restrictions in Holyoake Crescent as shown in Appendix 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council:

(i)      approves the installation of a Mobility Park Restriction in Holyoake Crescent, Avalon as shown in Appendix 1 attached to the report; and

(ii)     approves the installation of No Stopping At All Times Restrictions in Holyoake Crescent, Avalon as shown in Appendix 1 attached to the report.

 

Background

2.    Council received a request from a resident of Holyoake Crescent to provide a Mobility Park in the area.

3.    The resident states that she has no off street parking and, at times, there are no parks available in the proximity of her property. As her son has limited mobility, even a short walk can be difficult.

Discussion

4.    The installation of a Mobility Park and associated No Stopping At All Times Restrictions as proposed will provide improved level of service for this resident.

Options

5.    The options are:

a)    To leave the area as it is without any restrictions and accept that no mobility parks are provided in the area or,

b)    To install to install the proposed changes and improve the level of service for this resident.

Consultation

6.    A plan of the proposal and a petition form was forwarded to the resident requesting the Mobility Park in the area, who consulted the directly affected properties at 18, 20A, 22, 25, 27, 29, 31 and 37 Holyoake Crescent.

·      The requestor and all eight consulted residents support the proposal.

Legal Considerations

7.    This restriction is made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

8.    These changes can be funded from Council’s 2016/2017 signs and markings budget.

Other Considerations

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the replacement of three P60 Parking Restrictions with P15 Parking Restrictions outside
460 High Street as shown in Appendix 1 attached to the report.

Recommendation

That the Subcommittee recommends that Council approves the replacement of three P60 Parking Restrictions with P15 Parking Restrictions outside Nº 460 High Street, Lower Hutt, as shown in Appendix 1 attached to the report.

 

Background

2.    Council received a request from Palm Kebabs, at 460 High Street, to increase parking turnover on some parks in the vicinity of its shop.

3.    The concern expressed is that often most parks are used and customers cannot find available parking spaces in the vicinity of the shop. 

4.    The requester also notes that several shops in the area will benefit from short term parks.

Discussion

5.    The replacement of three P60 Parking Restrictions with P15 Parking Restrictions as proposed will increase parking turnover in the area therefore improving the level of service for some businesses and their customers.

Options

6.    The options are:

a)    To leave the area as it is with the existing P60 Parking Restrictions and accept that the parking issue will remains or,

b)    To install the proposed changes and improve the level of service for local businesses and their customers.

Consultation

7.    A plan of the proposal and petition form was forwarded to the owner operator of Palm Kebabs at 460 High Street, who consulted ten directly affected neighbouring businesses at 456 to 472 and 463 to 497 High Street.

·      The owner operator of Palm Kebabs and all the 10 consulted businesses signed a petition in support of the proposal.

Legal Considerations

8.    These restrictions are made pursuant to the provisions of the Hutt City Council Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

9.    These changes can be funded from Council’s 2016/2017 operational budget.

Other Considerations

Taita Drive - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions along Taita Drive as shown in Appendix 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions along Taita Drive as shown in Appendix 1 attached to the report.

 

Background

2.    Council has received several requests from commuters using Taita Drive to improve road safety in the vicinity of the Avalon Park development.

3.    The concern expressed is that at times parked vehicles on both sides of the street narrow the carriageway to one lane only forcing drivers to cross the centreline and on occasions stop to give way to opposing traffic.

4.    The requesters also note that there are high pedestrian volumes along Taita Drive and many children cross the road in the vicinity of Avalon Park.

Discussion

5.    The installation of No Stopping At All Times Restrictions as proposed will ensure a safe carriageway width for traffic travelling in both directions and allow drivers to park on the Avalon Park side of the street so children do not need to cross the road to access Avalon Park after exiting parked vehicles.

Options

6.    The options are:

i.     To leave the area as it is without any restrictions and accept that the safety hazard will remain or,

ii.    To install the proposed changes and improve safety for the benefit of all road users.

Consultation

7.    Consultation documents on the proposal were delivered to the 10 directly affected properties from 28 to 40 Taita Drive, 31 Gadsby Street, 54 and 61 Frederick Street.

·      Five (50%) questionnaires were returned.

 

̵  Two (40%) in support of the proposal.

̵  Three (60%) object to the proposal.

The reasons given by the objectors were:

 

̵  The proposal will have very little effect on parking along Taita Drive. It would be better to create some angle parking along Taita Drive and make the road wider.

̵  Our driveways are short and cannot accommodate visitors, where do you suggest our guests park?

̵  Parking is only an issue in the weekends. A fair and reasonable solution would be to enforce the existing restrictions on the park side.

Officers’ responses:

 

̵  Currently, there are approximately 300 car parks within the Avalon Park boundary, not counting surrounding streets.

̵  Parking will be available on the western side of the road.

̵  The parking issues may be worse in the weekend but they potentially exist at all times, particularly during the morning and evening peak traffic flows, therefore a comprehensive solution at this location is required.

8.    Although there is less than 50% support from the local residents consulted, officers consider that the significant safety issues, particularly relating to children crossing the road to access Avalon Park, require a comprehensive solution and therefore recommend that the proposal be approved.

Legal Considerations

9.    These restrictions are made pursuant to the provisions of the Hutt City Council Traffic Bylaw 2007 (Amended 20 November 2014).

Financial Considerations

10.  These changes can be funded from Council’s 2016/2017 operational budget.

Other Considerations

11.  In making this recommendation, officers have given careful consideration to the purpose of local government in section 10 of the Local Government Act 2002. Officers believe that this recommendation falls within the purpose of the local government in that it improves safety for the benefit of all road users. It does this in a way that is cost-effective because it utilises standard road markings and signs.

Titoki Street - Proposed No Stopping At All Times Restrictions

 

Purpose of Report

1.    The purpose of this report is to seek Council’s approval for the installation of No Stopping At All Times Restrictions in Titoki Street, Alicetown as shown in Appendix 1 attached to the report.

Recommendations

That the Traffic Subcommittee recommends that Council approves the installation of No Stopping At All Times Restrictions in Titoki Street, Alicetown as shown in Appendix 1 attached to the report.

 

Background

2.    Council received a request from the resident at 7 Titoki Street to improve parking etiquette and accessibility in the street.

3.    The concern expressed is that at times vehicles parked on both sides of the street narrowing the carriageway to one lane only and obstructing access for service and emergency vehicles.

4.    The resident also noted that at times the parked vehicles make it very difficult for residents to enter/exit their properties.

Discussion

5.    The installation of No Stopping At All Times Restrictions as proposed will ensure an adequate carriageway width for all vehicles accessing the eastern section of the street, including emergency and service vehicles.

Options

6.    The options are:

a)    To leave the area as it is without any restrictions and accept the accessibility issue will remain or,

b)    To install the proposed changes to improve access through the eastern section of the street, principally for service and emergency vehicles.

Consultation

7.    Consultation documents were delivered to the 19 directly affected properties from 1 to 9 and 2 to 8 Titoki Street, 61 Tama Street and 1-8/52 Fitzherbert Street.

8.    The consultation plan (see Appendix 2 attached to the report) allowed residents to support the installation of No Stopping At All Times Restrictions along the entire street, part of the street (either Section 1 or Section 2) or object to all proposed changes.

·        Overall 13 (68%) questionnaires were returned.

̵  Eight (62%) in support of the entire proposal.

̵  One (8%) did not specify their position.

̵  Four (30%) objected to the entire proposal.

§  From the directly affected residents from Section 1 (eastern side of Fitzherbert Street).

̵  Eight questionnaires were returned.

-      Seven (88%) in support of Section 1.

-      One (12%) objecting to Section 1.

§  From the directly affected residents from Section 2 (western side of Fitzherbert Street).

̵  Five questionnaires were returned.

-      Four (80%) objecting to Section 2.

One (20%) did not specify their position.

 

§  As there is no support from the directly affected residents in Section 2 for their section of the street the proposal has been modified to only include the changes in Section 1 as shown in Appendix 1 attached to the report.

The reasons given by the objectors were:

 

̵   Cars often park on the opposite side of my driveway and the proposal will not change the situation, maybe make it No Stopping At All Times on both sides of the road.

 

̵  The proposal will restrict parking for visitors on my side of the road.

̵  There is only a problem during business hours because of people parking and walking to work. Maybe residents parking? Or restrictions during the week and business hours only?

̵  Good Time Music Academy just moved to the end of Titoki Street, introducing yellow lines will further reduce parking for residents as parks may be taken by visitors of the academy. Maybe assess the situation in six months after the academy has been operating for a while?

Officers’ responses:

 

̵  No Stopping At All Times Restrictions on one side of the street will ensure that drivers entering/exiting properties on either side of the street can do so.

̵  Implementing parking restrictions during business hours will not ensure the accessibility issues are resolved at all times therefore a comprehensive solution is necessary.

̵  The accessibility issue requires prompt resolution. The situation can be reassessed in six months to determine if any further restrictions are necessary.
