Community Representatives on Arts and Culture Subcommittee (17/583)

Report No. ART2017/2/92 by the Community Arts and Culture Advisor

 

The Community Arts and Culture Advisor elaborated on the report.  She highlighted the process followed to select potential external candidates to the Subcommittee.  She highlighted the disbanded Community Arts and Culture Advisory Group (CAGAG) had been asked to express their interest.  She advised there had been six candidates shortlisted,  noting that Mr Gabriel Tupou had since withdrawn his application.  She considered the potential candidates provided a balanced combination of public and community art, and multicultural diversity.  She asked members to recommend four external candidates to the Subcommittee.

In response to questions from members, the Community Arts and Culture Advisor noted that Ms Mansell from the Multicultural Council had been considered as the Multicultural Council had previously had representation on CAGAG.   She advised that Ms Mansell had sought support for her nomination from the Multicultural Council, after Mr Trib Shrestha withdrew his interest.  She said Mr Shrestha considered he would have a conflict of interest.    

In response to a question from a member, the Community Arts and Culture Advisor outlined the experience and background of each candidate:

Ms Pam Hindmarsh was considered an expert in the theatre sector, had jointly initiated and formed Next Stage Theatre, had been a mentor on CAGAG, and wanted to extend the current theatre experience offered in Hutt City.   

Ms Anita Mansell had extensive experience in event management and would provide ethnic diversity from her experience on the Multicultural Council.  

Mr Johannes Mueller-Welschof was an experienced printmaker, had a diploma in printmaking and design, and had collaborated on various art projects in the community. 

Ms Desiree Mulligan was well networked and had a good knowledge of the arts sector, had political experience, had good access to youth networks as a teacher at Taita College, was the founder and member of the E Tu Awakairangi Public Arts Trust. 

Mr Noel Woods had a strong profile in Hutt City and had organised major community events, had an extensive background in music, was a previous member of CAGAG and considered an expert in his field.

Mayor Wallace highlighted the importance of including multicultural responsiveness of the Subcommittee.  He asked if an additional external representative could be added to the Subcommittee membership until the end of the 2016-2019 triennium.

“That the Subcommittee recommends that the Community Services Committee recommends that Council:

 (i)        accepts Te Atiawa Tribal Council’s endorsement of the appointment of Ms Christine Fagan from the Community Arts and Advisory Group, to be a member on the Arts and Culture Subcommittee, as its iwi representative;

(ii)        approves the payment for community representatives on this Subcommittee of $68 per hour for their attendance at meetings;

(iii)       notes that Mayor Wallace has exercised his discretionary power in terms of section 41A (3) of the Local Government Act 2002 to appoint Cr Lewis as Deputy Chair of the Subcommittee for the 2016-2019 triennium; and

(iv)       notes that Mayor Wallace has exercised his discretionary power in terms of section 41A (3) of the Local Government Act to appoint Cr Lewis as a member of the Creative Communities Panel.”

“That the Subcommittee recommends that the Community Services Committee recommends that Council:

(i)                 amends the Arts and Culture Subcommittee’s Terms of Reference to allow for an additional community representative on the Arts and Culture Subcommittee for the 2016-2019 triennium, on the grounds that all five candidates will make a significant contribution to the arts and culture of Hutt City; and

 (ii)       appoints as community representatives on the Arts and Culture Subcommittee, five candidates as recommended by the Arts and Culture Subcommittee at its meeting held on 11 April 2017, as follows: 

a)  Pam Hindmarsh (Producer, Nextstage Theatre);

b)  Anita Mansell (Hutt Multicultural Council representative);

c)  Johannes Mueller-Welschof (Hutt Art Society representative);

d)  Desiree Mulligan (Heritage and local history expertise); and

e)  Noel Woods (Atiawa FM, Event organiser, musician).”

 

 

There being no further business the Chair declared the non-public part of the meeting closed at 7.04 pm.
