The Traffic Engineer elaborated on the report. He advised that funding needed to be secured prior to the proposal proceeding. He further advised that Petone Community Board had endorsed the recommendation contained in the report. |

The Traffic Engineer elaborated on the report. He advised that Petone Community Board had endorsed the recommendation contained in the report. He said officers had been unable to contact the Jackson Street Programme which was usual practice for a proposal on Jackson Street. Members noted that if the Jackson Street Programme objected to the proposal, it could raise the objection with the Subcommittee at a later date. |

RECOMMENDED: (Cr Sutton/Cr Lewis) Minute No. TRS 17108 “That the Subcommittee recommends that Council prohibits vehicular through traffic in Marine Parade South between Hinau Street and Kauri Street, Eastbourne by the installation of Bollards and appropriate signage, as attached as Appendix 1 to the report.” |

Proposed School Zones 40km/h Variable Speed Limits 2016/2017 (Copy to: Eastbourne Community Board) (16/1432) |

The Traffic Engineer elaborated on the report. He confirmed that he was confident of securing an acceptable location for the traffic sign denoting the school zone for Avalon Intermediate School after receiving two objections to the two proposed locations. He added that there were no objections to the proposed school zone speed limit. |

recommended: (Cr Cousins/Cr Edwards) Minute No. TRS 17109 “That the Traffic Subcommittee recommends that Council: (i) notes the specified parts of High Street and Ropata Street (for St Oran’s College), High Street and De Menech Grove (for Avalon Intermediate School), Marine Drive and Ferry Road (for Wellesley College), and Waddington Drive, Burke Grove and Cole Street (for Naenae Primary School) meet the New Zealand Transport Agency warrant conditions for 40km/h Variable Speed Limits in School Zones; (ii) notes the results of the submissions process referred to in paragraphs 12-16 in the report; (iii) resolves that in accordance with s7.2(3) of the Land Transport Rule – Setting of Speed Limits 2003 (the “Rule”), and after taking account of section 6 of the Rule and submissions received, and for the periods of operation stipulated in the New Zealand Gazette, 21/4/2011, Nº55, p1284 – Variable Speed Limits in School Zones, that 40km/h variable speed limits be set from 13 February 2017 for areas around the following schools: (a) St Oran’s College, attached as Appendix 1 to the report; (b) Avalon Intermediate School, attached as Appendix 2 to the report; (c) Wellesley College attached as Appendix 3 to the report; (d) Naenae Primary School attached as Appendix 4 to the report; and (iv) requests officers to undertake all necessary actions to give effect to these resolutions under the provisions of the Rule.” |

Waterloo Road - Proposed P120 Parking Restrictions (16/1204) |

Speaking under public comment, Mr and Mrs Mills, residents of Waterloo Road advised that with the recent development of a new building at St Bernards College up to 20 onsite carparks had been lost from the college. He explained that due to this, parking outside their property was severly hampered for both themselves and for their visitors. He said he would like more restrictive parking times in front of the college as currently there was no time restricted parking. In response to questions from members, Mr Mills said that P120 would barely meet their needs and acknowledged that P5 or P10 parking would be too restrictive for visitors to their property. He commented that there were instances of illegal parking during drop off and pick up times for the school. He had spoken with his neighbours who were in favour of restrictive parking in the area of at least P120. He supported Council in the marking of carparks on the college’s side of the road as he considered this would make parking safer. The Traffic Engineer elaborated on the report. He advised that car parks 6 metres in length were required to be marked and this meant that the number of cars able to park on the St Bernard’s College side of the road had been reduced. In response to a question from a member, the Traffic Engineer advised that as the consultation had only occurred for a P120 restriction an amendment to a P10 could not be considered by the Subcommittee. The Chair asked that officers note and monitor the situation. Members noted that St Bernard’s College objected to the proposal but had not requested a shorter time restriction. |

Onehuka Road, Tirohanga - Proposed No Stopping At All Times Restrictions (16/1408) |

Speaking under public comment, Mr T Skinner, a resident of Onehuka Road did not support the parking restrictions outside the houses 2, 4 and 6 Onehuka Road. He considered parking could be acommodated in this area of the road. He supported the parking restrictions at the other end of the road. He was concerned that with a restriction on parking along an entire side of the road this could lead to a more dangerous situation occuring with people parking illegally. He considered that with considerate parking and careful driving, a parking restriction outside houses 2, 4 and 6 Onehuka Road was not necessary. In response to questions from members, Mr Skinner acknowledge that he had not raised concerns with Council officers during the consultation process. He said that should the proposal proceed, it would affect parking for visitors to his property. The Traffic Engineer elaborated on the report. He confirmed the proposal was in response to a request from a resident and from officer’s observations. He advised that large vehicles could not progress down the street if cars were parked on both sides. He further advised that broken white lines were not enforceable restrictive parking lines. Members noted that Mr Skinner had not formally submitted to the proporsal during the consultation process. It was also noted that the street was narrow and if cars were parked illegally or inconsiderately, coupled with fast traffic, the current situation was dangerous. |
